Abstract |
The global war on drugs has failed, with devastating consequences for individuals and societies around the world. Fifty years after the initiation of the UN Single Convention on Narcotic Drugs, and 40 years after President Nixon launched the US government’s war on drugs, fundamental reforms in national and global drug control policies are urgently needed. Vast expenditures on criminalization and repressive measures directed at producers, traffickers and consumers of illegal drugs have clearly failed to effectively curtail supply or consumption. Apparent victories in eliminating one source or trafficking organization are negated almost instantly by the emergence of other sources and traffickers. Repressive efforts directed at consumers impede public health measures to reduce HIV/AIDS, overdose fatalities and other harmful consequences of drug use. Government expenditures on futile supply reduction strategies and incarceration displace more cost-effective and evidence-based investments in demand and harm reduction. |

Abstract |
The 2013-15 strategy and work programme is the third one since the EMCDDA’s recast Regulation in 2006. It is built around three top-level commitments: (a) providing a relevant, timely and responsive analysis of the drug situation; (b) efficiency: deriving maximum value from activities and investments; (c) communication and a customer-orientated approach. The bedrock on which this three-year strategy and work plan rests is the recognition that the achievements the agency has made since its inception have been delivered by maintaining clarity of purpose, technical rigour and a long-term vision. |

Abstract |
Problematischer Alkoholkonsum, insbesonder Rauschtrinken, ist unter Schweizer Jugendlichen und jungen Erwachsenen weit verbreitet. Online-Feedbacks basierend auf dem Ansatz der Sozialen Norm, welche den eigenen Alkoholkonsum im Vergleich zu dem einer Referenzgruppe gleichen Geschlechts und Alters darstellen, erwiesen sich in internationalen Studien bei Studierenden als effektiv, um problematischen Alkoholkonsum zu reduzieren und sind in modifizierter Form auch vielversprechend in nicht-studentischen Gruppen. Auch die Nutzung des Short Message Service (SMS) ist unter Jugendlichen und jungen Erwachsenen weit verbreitet und bietet neue Möglichkeiten zur zeitlich und örtlich flexiblen Vermittlung individualisierter Nachrichten im Bereich Alkoholprävention. |

Abstract |
Im Kindes‐ und Jugendalter werden wichtige Weichen für die Gesundheit im Erwachsenenalter gestellt. Gerade in diesem Alter kann der Substanzkonsum schwerwiegende Folgen für die Gesundheit haben. Ziel der Studie war es, den aktuellen Wissensstand zum Vorkommen des problematischen Substanzkonsums bei unter 16‐Jährigen darzustellen sowie Einschätzungen von medizinischen Fachpersonen zum Auftreten dieser Problematik im medizinischen Kontext in der Schweiz zu erhalten. Die Online‐Befragung von 1'200 medizinischen Fachpersonen zeigt, dass diese vor allem beim schulärztlichen Dienst, in pädiatrischen Kliniken und Abteilungen, aufNotfallstationen und in Psychiatrieabteilungen mit der Problematik konfrontiert sind. Tabak, Alkohol und Cannabis sind die wichtigsten Substanzen, die zur Sprache kommen. Die Studie kommt zum Schluss, dass medizinische Fachpersonen die Früherkennung von problematischem Substanzkonsum als ihre Aufgabe wahrnehmen und gleichzeitig eine Verantwortung bei den Eltern und den Lehrpersonen sehen. Kooperationen mit anderen Professionen, wie dies von Fachkreisen in der Oltner Charta gefordert wird, werden von den Befragten kaum thematisiert und könnten mit einer Tagung gefördert werden. Die Studie zeigt einen Bedarf an Aus‐ undWeiterbildung auf, welche die Vor‐ und Nachteile des systematischen Vorgehens thematisiert,die Effektivität entsprechender Massnahmen aufzeigt, spezifische Instrumente vorstellt und medizinische Fachpersonen darauf sensibilisiert, dass neben psychischen Störungen und Verhaltensstörungen auch Gewalterfahrungen, schulische Probleme und elterlicher Substanzkonsum mit einem erhöhten Risiko für problematische Konsummuster assoziiert sind. |
