Abstract (down) This report focuses on individual, situational and organisational risk factors for overdoses and how they can be modified to reduce fatal outcomes. Key risk and protective factors were categorised and their efficacy and the factors that facilitate or impede prevention were critically discussed by an expert panel. The review evidenced that many interventions may reduce overdose, particularly in settings where the drug user is in contact with treatment or emergency services. Specific interventions are proved to be effective (e.g. pharmacological treatment). At the population level, where many drug users are not in contact with services, overdose reduction depends on behavioural change (e.g. avoiding the mixture of opiates and depressant drugs). Overdose prevention involves personal and societal issues calling for multifaceted intervention.

Abstract (down) This report examines the issue of prison needle exchange based upon the international experience and evidence current to April 2006. The authors undertook a literature review, visited prisons in four countries, and corresponded with people responsible for administering prison needle exchange programs. The report provides a comprehensive review of the evidentiary and legal basis for prison needle exchange programs. The goal of this report is to encourage prison systems with HIV and HCV epidemics driven by injection drug use to implement needle exchange programs.

Abstract (down) This report consolidates previous recommendations and adds new ones for preventing and controlling infections with hepatitis viruses in correctional settings. These recommendations provide guidelines for juvenile and adult correctional systems regarding 1) identification and investigation of acute viral hepatitis; 2) preexposure and postexposure immunization for hepatitis A and hepatitis B; 3) prevention of hepatitis C virus infection and its consequences; 4) health education; and 5) release planning. Implementation of these recommendations can reduce transmission of infections with hepatitis viruses among adults at risk in both correctional facilities and the outside community. These recommendations were developed after consultation with other federal agencies and specialists in the fields of corrections, correctional health care, and public health at a meeting in Atlanta, March 5–7, 2001. This report can serve as a resource for those involved in planning and implementing health-care programs for incarcerated persons.

Abstract (down) This report brings together, for the first time in Europe, an integrated overview of the prevalence of intensive cannabis use, defined as daily or almost daily cannabis use (use on 20 or more days in the month preceding survey). Self-reported data regarding frequency of cannabis use from large, probabilistic, nationally representative samples of general population surveys from 20 countries, representing more than 83 % of the population of EU and Norway, were collected through two rounds of ad hoc data collection in 2004 and 2007 and through a routine, standard data collection instrument since 2010.

Abstract (down) This publication was drawn up by the steering group created by the EMCDDA’s Scientific Committee in November 1998 to establish guidelines to assess the risks of all new synthetic drugs identified under the terms of the Joint Action concerning the information exchange, risk assessment and control of new synthetic drugs adopted on 16 June 1997 by the Council of the European Union. The publication explains the history of the joint action and how it operates, and outlines basic principles, a conceptual framework and quality information for future risk assessments.

Abstract (down) This publication presents the summary findings and the conclusions of the risk assessment on mephedrone, carried out by the EMCDDA’s extended Scientific Committee, with participation of additional experts from the European Commission, Europol and the EMA. The risk assessment report, which was submitted to the European Commission and the Council of the European Union 26 May 2010, examines the health and social risks of the drug, as well as information on international trafficking and the involvement of organised crime. Furthermore, the report considers the potential implications for placing the drug under control in the EU. On the basis of this report – and on the initiative of the European Commission – on 2 December 2010, the Council decided that mephedrone is to be subject to control measures.
