The Report on the Challenge of Addiction is intended as a contribution towards an integrated understanding of addiction policy on the basis of a public health approach. From a health policy perspective, the Report proposes broadening the scope of addiction policy in Switzerland and changing its strategic focus and direction. It recommends ten principles. These are intended to contribute to a coherent policy response to the problematic consumption of all psychoactive substances and to behaviours with addictive potential. |

Abstract |
The report assesses the risks of PMMA, especially in association with the already controlled substance PMA (para-methoxyamphetamine). PMMA, is an amphetamine-like substance very close to PMA, and is almost exclusively sold in tablet form in combination with the latter and consumed as ‘ecstasy’. It has been associated, in combination with PMA, with three deaths in the EU. PMMA is devoid of any therapeutic value. Further to the conclusions of the EMCDDA risk assessment, on 28 February 2002, the Council of the European Union adopted a unanimous decision defining the new synthetic drug PMMA (para-methoxymethylamphetamine) as a substance to be placed under control measures and criminal penalties in the EU Member States. |

Abstract |
The reflective vignettes in this timely book on counselling practice in the context of gambling addiction services are very evocative; they offer a wide coverage of practice situations and experiences, providing insight not only into the individual-psychological ramifications of this ever widening scourge, but also of the relational context and the impact of gambling on families, partners, work relationships and others. Further, the political – economic dimensions are regularly referred to – if not thoroughly elaborated, which indeed would require another book! – but they are certainly illustrative of the very complex nature of gambling addiction and its insertion at all levels of societal process and structure. The book will hopefully add to the growing awareness amongst widening groups of concerned citizens in Hong Kong and elsewhere about the devastating effects excessive gambling can and does have on the community; it should also add to the emerging questions about the ethical aspects of this form of ‘recreation’ and about the profound implications its spread has on the society as a whole. I recommend this book warmly and may it become a valuable tool in the context of education and training of counsellors, in professional development and, more generally, amongst those who are concerned about the effects addictive gambling has on Hong Kong and beyond. Abstract |
The purpose of this paper is to give meaning and insight into some of the key drug and alcohol issues that affect children from the perspectives of the children themselves. It is not to estimate the relative magnitude of a specific drug or alcohol problem or the numbers of children affected by it. Each section of this paper is preceded by one or two key statistics and whilst the quotations that follow may highlight a need to develop more robust and detailed statistics on a key issue, the overriding objective is to give the children a voice. |

Abstract |
The purpose of the present studies was to investigate the activity of the adrenal gland and the pituitary beta-endorphin system in individuals from families with a 3 generation history of alcoholism, High Risk group, or from families without history of alcoholism, Low Risk group. All subjects had a medical examination, a drinking behavior personal interview and the Michigan alcoholism Screening Test. Individuals with medical problems or excessive drinking were not included in the study. On the day of testing, a blood sample was taken at 9:00 a.m., then the subject drank a placebo drInk or an ethanol solution (0.5 g ethanol/kg B.Wt.). Additional blood samples were taken at 15, 45 and 120 minutes post-drink. Results indicated that individuals of the High Risk group had lower basal levels of beta-endorphin like immunoreactivity (beta-EPLlR) than individuals of the Low Risk group. The dose of 0.5 g ethanol/kg B.Wt. induced an increase in the plasma content of beta-EPLIR of the High Risk group, but not of the Low Risk group. In the Low Risk group ethanol did not induce an increase above the 9:00 a.m. levels, however, it attenuated the beta-endorphin decrease overtime, observed following the placebo drink. Analysis of beta-endorphin-like peptides in the plasma of the High Risk group, with Sephadex G-75 chromatography indicated that the major component of the plasma beta-EPLIR was beta-lipotropin. Plasma cortisol levels, following ethanol intake presented a small increase in the High Risk group but not in the Low Risk group. Both groups presented similar blood alcohol levels. The basal levels of immunoreactive cortisol and beta-endorphin in the plasma of individuals who were alcoholics, but had been abstinent for at least six months prior to testing were similar to the levels of the High Risk group. Thus there are differences both in the basel levels and In the response of the cortisol and the pituitary beta-endorphin system to an acute ethanol challenge between the two groups. |
