Abstract |
La question des drogues et des addictions est tout à la fois complexe et ardemment débattue. Afin de l’appréhender au mieux, il est indispensable de pouvoir s’appuyer sur des connaissances précises et validées, partagées par tous. À cet effet, l’Observatoire français des drogues et des toxicomanies produit régulièrement un ouvrage de synthèse. Drogues et addictions, données essentielles en constitue la sixième édition. Ce travail collectif de l’équipe de l’OFDT traite des produits licites et illicites et, pour la première fois, des jeux de hasard et d’argent. Construit pour permettre une lecture linéaire ou sélective, cet état des lieux analyse les grandes thématiques transversales : consommations et opinions, contextes et usagers, problèmes sanitaires et sociaux, prévention, problèmes judiciaires et marchés. Il aborde également le cadre légal avant de détailler ces différents domaines pour chacune des substances (alcool, tabac, cannabis, cocaïne, héroïne, nouveaux produits de synthèse, etc.) et de traiter des jeux de hasard et d’argent. À chaque fois, l’ouvrage mobilise les données les plus récentes, retrace les évolutions et fournit des éléments de comparaison au plan européen quand ils sont disponibles. Une synthèse générale reprend les points forts de l’analyse. Drogues et addictions, données essentielles propose au lecteur professionnel mais aussi au non-spécialiste des éléments de réponse à quelques questions clés : – Combien de personnes consomment des drogue licites ou illicites en France ? Combien y a-t-il de joueurs problématiques ? – Qui sont les usagers ? Quels sont les consommateurs en difficulté ? – Quel est l’état de l’offre ? – Quels sont les dommages sanitaires, sociaux et judiciaires liés à ces usages ? – Quelles réponses sont apportées au phénomène ? À chaque fois, l’ouvrage mobilise les données les plus récentes, retrace les évolutions et fournit des éléments de comparaison au plan européen quand ils sont disponibles. Abstract |
En France, l’action des ministères concernés par la lutte contre la drogue et la prévention des dépendances est coordonnée par la Mission interministérielle de lutte contre la drogue et la toxicomanie placée sous l’autorité du Premier ministre. Le champ d’intervention de la MILDT s’étend à l’ensemble des drogues illicites ainsi qu’à l’abus et la dépendance en matière d’alcool et de tabac. Afin de disposer de données scientifiques validées et de connaître au mieux les niveaux de consommations, les prises en charge, les conséquences sanitaires et sociales et les trafics, la MILDT s’appuie sur les travaux menés et les données recueillies par un groupement d’intérêt public : l’Observatoire français des drogues et des toxicomanies. L’objectif de Drogues Chiffres Clés est de présenter périodiquement les indicateurs chiffrés les plus récents et les plus pertinents pour mesurer le phénomène des drogues. Cette troisième édition constitue la mise à jour du document de juin 2009. Une première partie est consacrée au rappel des données de cadrage concernant le nombre de consommateurs des différentes substances. Les chiffres clés pour chaque substance sont ensuite successivement détaillés. |

Abstract |
En France, l’action des ministères concernés par la lutte contre la drogue et la prévention des dépendances est coordonnée par la Mission interministérielle de lutte contre la drogue et la toxicomanie placée sous l’autorité du Premier Ministre. Le champ d’intervention de la MILDT s’étend à l’ensemble des drogues illicites ainsi qu’à l’abus et la dépendance en matière d’alcool et de tabac. En 2012, l’État et l’Assurance maladie ont budgété un montant total de 1,5 milliard d’euros pour lutter contre la drogue (source – Document de politique transversale, projet de loi de Finances pour 2012). Le budget d’impulsion et de coordination de la MILDT représente, hors fonctionnement courant, 20 millions d’euros ainsi répartis (source – Projets annuels de performance) : soutien aux projets de prévention des ministères (0,5 million), information et communication (0,5 million), recherche (1 million), action internationale (1 million), financement des opérateurs OFDT et CIFAD (3,8 millions), crédits déconcentrés chefs de projet (13,2 millions). L’objectif de la publication Drogues, Chiffres clés est de rassembler périodiquement les indicateurs chiffrés les plus récents et les plus pertinents pour mesurer le phénomène des drogues. Ce document, préparé par l’Observatoire français des drogues et des toxicomanies, s’appuie sur les travaux menés et les données recueillies par le groupement d’intérêt public. Il présente notamment pour les principaux produits illicites, puis pour le tabac et l’alcool, les niveaux de consommations, les informations relatives aux prises en charge, les conséquences sanitaires et sociales et les données sur les trafics. |

Abstract |
Marijuana is the most widely used illicit drug, however its effects on cognitive functions underling safe driving remain mostly unexplored. Our goal was to evaluate the impact of cannabis on the driving ability of occasional smokers, by investigating changes in the brain network involved in a tracking task. The subject characteristics, the percentage of D9-Tetrahydrocannabinol in the joint, and the inhaled dose were in accordance with real-life conditions. Thirty-one male volunteers were enrolled in this study that includes clinical and toxicological aspects together with functional magnetic resonance imaging of the brain and measurements of psychomotor skills. The fMRI paradigm was based on a visuo-motor tracking task, alternating active tracking blocks with passive tracking viewing and rest condition. We show that cannabis smoking, even at low D9-Tetrahydrocannabinol blood concentrations, decreases psychomotor skills and alters the activity of the brain networks involved in cognition. The relative decrease of Blood Oxygen Level Dependent response (BOLD) after cannabis smoking in the anterior insula, dorsomedial thalamus, and striatum compared to placebo smoking suggests an alteration of the network involved in saliency detection. In addition, the decrease of BOLD response in the right superior parietal cortex and in the dorsolateral prefrontal cortex indicates the involvement of the Control Executive network known to operate once the saliencies are identified. Furthermore, cannabis increases activity in the rostral anterior cingulate cortex and ventromedial prefrontal cortices, suggesting an increase in self-oriented mental activity. Subjects are more attracted by intrapersonal stimuli (“self”) and fail to attend to task performance, leading to an insufficient allocation of task-orientedre sources and to sub-optimal performance. These effects correlate with the subjective feeling of confusion rather than with the blood level of D9-Tetrahydrocannabinol. These findings bolster the zero-tolerance policy adopted in several countries that prohibits the presence of any amount of drugs in blood while driving. |

Abstract |
Papers review findings emanating from the May 18-19 conference on ’Needle Sharing Among Intravenous Drug Abusers: National and International Perspectives’ held in Bethesda, Maryland. Topics include epidemiological data regarding AIDS and human immunodeficiency virus (HIV) infection among intravenous drug abusers in the United States and Europe and drug abuse and injection practices among intravenous drug abusers in New York City, San Francisco, and the Southwest region of the United States. Papers address the implications of drug policy in Amsterdam, The Netherlands, for controlling needle sharing, the influence of AIDS upon drug use practices in the United Kingdom, and that country’s efforts to make sterile injection equipment readily available. Additional papers focus on the implications for AIDS prevention among intravenous drug abusers in France; review of Federal and State laws regulating the availability and use of hypodermic needles and syringes within the U.S.; and consider implications of legislation and enforcement practices for the prevention of AIDS transmission. It was recommended that communities across the United States implement programs to educate addicts about their risk for AIDS and ways to reduce it and that resources be expanded so drug abuse treatment is readily available. |
