Abstract |
Cette « Question spécifique » se penche sur la situation actuelle en matière d’usage de drogues par voie intraveineuse en Europe. Globalement, deux questions servent de fil conducteur au présent rapport: Quelles sont la prévalence et les tendances actuelles en matière d’usage de drogues par voie intraveineuse en Europe? Comment les pays européens tentent-ils de prévenir ou de réduire ce type d’usage de drogue et les risques qui y sont liés? Des données provenant de sources diverses sont analysées en vue d’estimer la prévalence et les tendances en matière d’usage de drogues par voie intraveineuse en Europe. Les données les plus récentes mettent en évidence une stabilisation de l’usage de drogue par voie intraveineuse, voire un déclin dans la plupart des pays européens. Les mesures telles que les traitements de substitution aux opiacés et les programmes de mise à disposition de matériel d’injection, qui visent à réduire les risques liés à la consommation par injection, sont désormais accessibles à la plupart des personnes qui en ont besoin. |

Abstract |
La presente ‘Questione specifica’ analizza l’attuale situazione del consumo di droga per via endovenosa in Europa. Nel complesso, sono due le domande intorno alle quali si articola la relazione: Quali sono la diffusione e le tendenze del consumo di droga per via endovenosa nell’Europa di oggi? In che modo i paesi europei cercano di evitare o ridurre il consumo di questo tipo di droghe e i danni correlati? Per valutare la diffusione e le tendenze dell’uso di droga per via endovenosa in Europa vengono analizzati dati provenienti da diverse fonti. I dati più recenti indicano che l’uso di droga per via endovenosa è stabile o in calo nella maggior parte dei paesi europei. Misure quali il trattamento sostitutivo di oppiacei e i programmi di scambio di aghi e siringhe, volti a ridurre il danno legato all’iniezione, adesso raggiungono molti di coloro che ne hanno bisogno. |

Abstract |
This ‘Selected issue’ looks at the current situation in injecting drug use in Europe. Overall, two questions guide the report: What are the prevalence and trends in injecting drug use in today’s Europe? How do European countries try to prevent or reduce this type of drug use and the harms associated with it? Data from a variety of sources are analysed to estimate prevalence and trends in drug injecting in Europe. The most recent data point to injecting drug use remaining stable or declining in most European countries. Measures such as opioid substitution treatment and needle and syringe programmes, which aim to reduce injecting-related harms, now reach many of those who need them. |

Das vorliegende Grundlagenpapier beschreibt die Mechanismen der Entstehung von Suchterkrankungen und die Möglichkeiten, dagegen vorzugehen. Es eignet sich insbesondere als Basisinformation für all diejenigen, die in irgendeiner Art öffentliche Verantwortung tragen, sei es beispielsweise im Gemeinderat, in der Schule oder im Verein. Aber auch für Eltern und für Erwachsene überhaupt, die ihre Bedeutung als Vorbilder oft unterschätzen, vermittelt das Grundlagenpapier Kenntnisse, die im Alltag wichtig sind. |

Abstract |
Im Rahmen des Nationalen Programms Alkohol (NPA) 2008-2012 beauftragten die Eidgenössische Alkoholverwaltung (EAV) und das Bundesamt für Gesundheit (BAG) das Institut FERARHIS, das Konzept für ein Handbuch für Testkäufe auszuarbeiten. Die EAV und das BAG möchten, dass das Handbuch für die ganze Schweiz zu einem Standardwerk wird, damit die Praxis der Alkohol-Testkäufe namentlich aus Gründen der statistischen Validation und Vergleichbarkeit überall gleich gehandhabt wird. In seiner bereinigten Version enthält das Handbuch nun zahlreiche praktische Richtlinien. Es erleichtert ferner die Vergleichbarkeit der erhobenen Daten. Unser Ziel ist, dass die Testkäufe von allen Kantonen, Gemeinden, Städten und NGOs auf identische Weise durchgeführt und dokumentiert werden. Das Handbuch enthält die von den Organisationen im Präventionsbereich, den kantonalen Instanzen und dem Blauen Kreuz entwickelten Konzepte und Grundlagen, die sich im konkreten Arbeitsumfeld bestens bewährt haben. Es enthält namentlich wichtige Anweisungen, wie der Schutz der jungen Testkäuferinnen und Testkäufer gewahrt und die Transparenz im ganzen Verfahren gewährleistet werden kann. Checklisten ermöglichen zudem eine einheitliche Datenerfassung. |

Abstract |
Dans le cadre du Programme National Alcool (PNA) 2008-2012, la Régie fédérale des alcools (RFA) et l’Office de la santé publique (OFSP) ont mandaté l’Institut FERARIHS pour la conception du manuel « Achats tests d’alcool – Un guide pratique ». La RFA et l’OFSP souhaitent que ce manuel devienne un standard pour toute la Suisse, afin que la pratique soit exercée de la même manière, notamment pour des raisons de validation et de comparabilité statistiques. Ce nouveau manuel, version pratique et épurée, donne des lignes directrices et facilite la comparabilité des données saisies. Le but recherché est que les achats tests puissent être menés et documentés de manière identique par tous les cantons, communes, villes et les ONG. Le manuel inclut les concepts et les bases qui ont été développés par des organismes de prévention, des organes cantonaux et la Croix-bleue et qui ont prouvé leur efficacité sur le terrain. Le manuel contient notamment des instructions importantes afin de protéger les jeunes acheteurs tests et d’assurer la transparence dans tout le procédé. De plus, les listes de contrôles permettent un enregistrement homogène des données. |

Abstract |
Nell’ambito del Programma Nazionale Alcol (PNA) 2008-2012 la Regìa federale degli alcool e l’Ufficio federale della sanità pubblica (UFSP) hanno incaricato l’istituto FERARIHS di redigere un manuale concernente i test d’acquisto. La RFA e l’UFSP auspicano che questo manuale diventi uno lo standard per tutta la Svizzera, affinché l’esecuzione dei test sia armonizzata, in particolare ai fini della validazione e della comparabilità statistiche. Il nuovo manuale, in versione pratica e aggiornata, fornisce direttive e facilita la comparabilità dei dati rilevati. L’obiettivo è che i test d’acquisto siano effettuati e documentati nello stesso modo in tutti i Cantoni, città, Comuni e ONG. Il manuale integra i progetti e le basi sviluppati da centri di prevenzione, organi cantonali e dalla Croce blu e che hanno dato finora buoni risultati. Contiene in particolare istruzioni importanti volte a tutelare i giovani che partecipano ai test d’acquisto e a garantire la trasparenza durante tutta la procedura. Le liste di controllo permettono inoltre una registrazione uniforme dei dati. |
