Abstract: The cost of treating approximately 150,000 participants represented by the CALDATA study sample in 1992 was $209 million. Each day of treatment paid for itself on the day it was received, primarily through an avoidance of crime. The benefits of alcohol and other drug treatment outweighed the costs of treatment by ratios from 4:1 to greater than 12:1, depending on the type of treatment. Benefits after treatment persisted through the second year of follow-up for the limited number of participants followed for as long as 2 years. This suggests that projected cumulative lifetime benefits of treatment will be substantially higher than the shorter-term figures. The level of criminal activity declined by two-thirds from before treatment to after treatment. The greater the length of time spent in treatment, the greater the percentage of reduction in criminal activity. Declines of approximately two-fifths also occurred in the use of alcohol and other drugs from before treatment to after treatment. Approximately one-third reductions in hospitalizations were reported from before treatment to after treatment. For each type of treatment studied, there were slight or no differences in effectiveness based on gender, age, or ethnicity. Overall, treatment did not have a positive effect on the economic situation of the participants during the study period. 38 tables and 11 figures

Abstract: 2010 ist das Europäische Jahr zur Bekämpfung der Armut. Der Name drückt aus, dass es nicht mehr einfach darum gehen kann, Armut zu diagnostizieren. Das Ziel ist es, Strategien zu einer spürbaren Verminderung der Armut umzusetzen. Caritas rückt mit dem Sozialalmanach 2010 zum Thema «Armut verhindern» diese Frage für den schweizerischen Kontext ins Zentrum. Das Jahr 2009 markiert einen Einschnitt: Die aktuelle weltweite Rezession unterscheidet sich in ihrem Ausmass und in ihren Auswirkungen von früheren schwächeren Krisen. Im Bericht über die wirtschaftliche und soziale Entwicklung in der Schweiz 2008/2009 hält Carlo Knöpfel fest, dass die aktuelle Krise den globalen Strukturwandel hin zu einem globalen Service- und Kommunikationsnetzwerk beschleunigt. Und er zeigt auf, dass die sozialen Folgen der Krise erst bevorstehen. Es braucht jetzt Gegensteuer, damit der soziale Zusammenhalt angesichts dieser Entwicklung nicht ausgehebelt wird. Der Schwerpunktteil Armut verhindern gibt einen Überblick über die Armutssituation in Europa und der Schweiz und lässt dabei auch Betroffene zu Wort kommen. Im Zentrum stehen Handlungsoptionen. Noch ist die Schweiz entfernt davon, eine schlagkräftige Strategie entwickelt zu haben. Die Missbrauchsdiskussion macht sichtbar, dass zu oft noch die Bekämpfung der Armen über der Bekämpfung der Armut steht. Die beste Armutspolitik ist die Vermeidung der Armut. Die Beiträge in diesem Teil befassen sich unter anderem mit Prävention, Bildung, Berufseinstieg, Langzeitarbeitslosigkeit und Armut im Alter.

Abstract: Unter der Schirmherrschaft der Schweizerischen Vereinigung für Sozialpolitik (SVSP), zu deren Vorstand die drei Herausgeber gehören, ist dieses umfassende, interdisziplinär konzipierte Nachschlagewerk zur Sozialpolitik entstanden. Rund 300 Autorinnen und Autoren aus Wissenschaft und Praxis, betreut von einem guten Dutzend versierter Redakteurinnen und Redakteure, haben rund 750 Beiträge aus den unterschiedlichsten Fachgebieten verfasst. Das vielfältige Fachwissen und die langjährigen Erfahrungen in Politik, Verwaltung, Wissenschaft und in Nichtregierungsorganisationen garantieren eine hohe Qualität und Aktualität. Zur Koordination der aufwändigen Arbeiten wurde speziell für diesen Zweck ein wissenschaftliches Sekretariat am deutschsprachigen Lehrstuhl für Sozialarbeit und Sozialpolitik der Universität Fribourg unter der Leitung von Thérèse de Werra und Alessandro Pelizzari eingerichtet. Eine hohe Kohärenz wurden damit sichergestellt. Das Wörterbuch ergänzt das 2002 in zweiter Auflage erschienene Pendant in französischer Sprache (Dictionnaire suisse de politique sociale). Einige Artikel aus diesem Werk wurden für die vorliegende Ausgabe übersetzt. So wird mit diesem Nachschlagewerk auch der Austausch der verschiedenen Disziplinen über die Sprachgrenzen hinweg gefördert und angeregt.
