Abstract |
Die vorliegende Untersuchung liefert für die Schweiz einen differenzierten Überblick über verfügbare Datenquellen und einen Einblick in Methoden zur Prävalenzschätzung des illegalen Drogenkonsums. Illegale Drogen wurden eingegrenzt auf Cannabis, Heroin, Kokain sowie die Partydrogen Amphetamine/Speed, Ecstasy und LSD. Ausgehend von einer Liste mit Datenquellen wurden diese zu Datentypen zusammengefasst und entlang einem neu entwickelten Schema «Kette des Drogenkonsums» verortet. Neun ausgewählte Datentypen wurden in Faktenblättern anhand einer Datenquelle differenziert beschrieben und hinsichtlich ihrer Eignung für Prävalenzschätzungen beurteilt. Zudem wurden drei methodische Ansätze der Europäischen Beobachtungsstelle für Drogen und Drogensucht zur Prävalenzschätzung (Multiplikationsmethode, Multiple Indicator Method, Capture-Recapture) im Kerngedanken beschrieben. Wir kommen zu dem Schluss, dass trotz offensichtlicher Grenzen von Prävalenzschätzungen hinreichend gute Zahlen, insbesondere zu negativen Folgen des Konsums und zu Entwicklungen über die Zeit, berechenbar sind. Inhaltliche Sachkompetenz ist für die Auswahl der Datenquellen und die Interpretation der Ergebnisse sehr wichtig. Für das weitere Vorgehen empfehlen wir die Formulierung konkreter Fragestellungen für die Prävalenzschätzung, den Einsatz von transparenten Berechnungsmethoden sowie eine Kreuzvalidierung der Ergebnisse und die Verbesserung der Datenlage hinsichtlich Partydrogen sowie bei jungen Erwachsenen. In einem abschliessenden Expertenworkshop wurden die Synthese und Empfehlungen grundsätzlich gutgeheissen und mögliche weitere Schritte diskutiert. |

Abstract |
The 2013-15 strategy and work programme is the third one since the EMCDDA’s recast Regulation in 2006. It is built around three top-level commitments: (a) providing a relevant, timely and responsive analysis of the drug situation; (b) efficiency: deriving maximum value from activities and investments; (c) communication and a customer-orientated approach. The bedrock on which this three-year strategy and work plan rests is the recognition that the achievements the agency has made since its inception have been delivered by maintaining clarity of purpose, technical rigour and a long-term vision. |

Abstract |
Anhand der im Zeitraum zwischen April 2014 und Juli 2017 durchgeführten deutsch- und italienischsprachigen Emailberatungen der Online-Suchtberatung SafeZone.ch untersucht die Studie den Verlauf und den Inhalt der Emailberatungen sowie die in der Emailberatung angewandten Wirkfaktoren. Aus einem Gesamtkorpus von 1‘088 Emailberatungen wurde eine Stichprobe von 100 Emailberatungen als Datengrundlage für die Analyse der Wirkfaktoren generiert. Die Wirkfaktoren wurden mittels einer internationalen Literaturrecherche vorgängig in einem Analyseraster bestehend aus fünf allgemeinen Wirkfaktoren (nach dem Beratungsansatz von Klaus Grawe) und sechs spezifischen Wirkfaktoren (entsprechend der spezifischen Rahmenbedingungen der Emailberatung) operationalisiert und in der Stichprobe inhaltsanalytisch untersucht. Die Analyseergebnisse zeigen, dass sich die Emailberatung von SafeZone.ch durch eine einheitlich strukturierte Beratungspraxis charakterisiert. Diese Einheitlichkeit ist von einem externen Standpunkt aufgrund der organisatorischen Anlage des Beratungsangebotes bemerkenswert. Das Profil der Ratsuchenden und die Inhalte der Emailberatungen verweisen auf ein breites Publikum, welches durch die Emailberatung erreicht wird. Allgemeine und spezifische Wirkfaktoren finden sich von Fachpersonen der Emailberatung von SafeZone.ch breit angewendet. Aus der Anwendung der Wirkfaktoren resultieren eine klientenzentrierte Sprache und ein authentischer Schreibstil. Die Emailberatungen von SafeZone.ch zeichnen sich durch einen ressourcen- und lösungsorientierten Beratungsansatz aus und fokussieren die Ko-Produktion durch die Fachperson und die ratsuchende Person. Das Analyseraster der Studie bietet sich sowohl für die Weiterverwendung in der Beratungspraxis als auch im relativ jungen Forschungsgebiet der Online-Suchtberatung an. |
