Abstract: Le présent rapport examine l’échange de seringues en prison, d’après l’expérience et les données internationales en date d’avril 2006. Les auteurs ont procédé à un examen de la littérature ainsi qu’à des visites de prisons dans quatre pays, et ils ont eu des échanges avec des personnes responsables de l’administration de programmes d’échange de seringues en prison. Le rapport présente un aperçu détaillé des données et des témoignages probants à propos des programmes d’échange de seringues en prison, de même que les fondements juridiques de telles initiatives. Le but de ce rapport est d’inciter les systèmes pénitentiaires qui sont aux prises avec des épidémies de VIH et de VHC catalysées par l’injection de drogue à mettre en oeuvre des programmes d’échange de seringues.

Abstract: Increasing attention is being paid to the question of what exactly is the nature of the association between alcohol and violence. This is the case both in terms of scientific and research efforts and also in terms of public discourse. Although most commentators agree that there is no simple causative relationship, there is certainly a need to better understand how some patterns of drinking intersect with some patterns of violence. This collection of papers is an attempt to contribute to that understanding.

Abstract: Der vorliegende Bericht zu erfolgversprechenden Massnahmen zur Reduktion problematischen Alkoholkonsums älterer Menschen wurde als Auftragsarbeit des BAG im Rahmen des Nationalen Programms Alkohol 2008-2012 erstellt. Eine Literaturrecherche und eine Befragung von Angehörigen und Fachpersonen (zu Problemlast, Einstellungen und Verhalten, sowie Angeboten), welche mit älteren Personen mit problematischem Alkoholkonsum arbeiten, ergaben eine Problemlast, welche sich beispielsweise in einer, verglichen mit älteren Personen ohne problematischen Alkoholkonsum, schlechteren psychischen und physischen Gesundheit der Gruppe äussert. Die Good Practices zur Reduktion des problematischen Konsums betreffen alle Bereiche von der Prävention über die Früherkennung bis zur Beratung und Behandlung. Besonders wichtig ist die Stärkung des Bewusstseins um das Thema in der Öffentlichkeit, beim Gesundheitspersonal und in der Altershilfe, die Anpassung von Massnahmen an die verschiedenen Segmente der Zielgruppe (Frauen und Männer, MigrantInnen, verschiedene Kohorten) und ihre Angehörigen sowie die adäquate Koordination und Kooperation der verschiedenen Akteure. Empfehlungen richten sich an Gesundheitsbehörden, an Gesundheits- und Alterseinrichtungen und an auf Alkohol und Sucht spezialisierte Einrichtungen: Das Thema “problematischer Alkoholkonsum im Alter” soll in Gesundheitspolitiken Eingang finden, Massnahmen zur Sensibilisierung für das Thema und zur Reduktion des Konsums sind zu unterstützen, Akteure sollen koordiniert vorgehen und die Altershilfe einbeziehen. Eine Stärkung verdient die aufsuchende Arbeit. Die Qualität von Schulungen und die Qualitätssicherung von Massnahmen sind ebenso weiterzuentwickeln wie spezifische Angebote und ihr Zugang zu den Zielgruppen und ihren Angehörigen.
