Abstract: There is a substantial evidence base on the effectiveness of different policies in reducing the harm done by alcohol. Policies that regulate the economic and physical availability of alcohol are effective in reducing alcohol-related harm. Enforced legislative measures to reduce drinking and driving and interventions individually directed to drinkers already at risk are also effective. The evidence shows that information and education programmes do not reduce alcohol-related harm; nevertheless, they have a role in providing information, reframing alcohol-related problems and increasing attention to alcohol on the political and public agendas. In all parts of the European Union, population-based interventions represent a highly cost– effective use of resources to reduce alcohol-related harm. Brief interventions for individual high-risk drinkers are also cost–effective, but are harder to scale up because of their associated training and manpower needs.

Abstract: Zwischen November 1988 und Februar 1992 wurden den Drogensüchtigen auf dem Zürcher Platzspitz über 7 Millionen Spritzen-und-Nadelsets und 2 Millionen Zusatznadeln abgegeben; es wurden medizinische Hilfeleistungen, darunter 6700 künstliche Beatmungen, durchgeführt. All dies war staatlich geduldet, obwohl 1975 das schweizerische Betäubungsmittelgesetz verschärft und Besitz und Konsum illegaler Drogen unter Strafe gestellt worden waren. Das Buch beschreibt das Alltagsleben auf dem Platzspitz, das breite Spektrum von Menschen, die sich dort aufhielten. Es erzählt vom Drogenhandel, den wissenschaftlichen Erkenntnissen und von den Reaktionen der Politik und der Medien. Im Schlussteil wird von der langsamen Abkehr von der Repression berichtet, von der Behandlung von Drogensüchtigen mit der Ersatzdroge Methadon und sogar mit Heroin, der Verbesserung der Überlebenshilfe, den politischen Auseinandersetzungen und schliesslich von der Annahme eines neuen Betäubungsmittelgesetzes durch das Stimmvolk im Jahr 2008. Den Text ergänzen eindrückliche Fotos von Gertrud Vogler.
