Abstract |
Ten years ago, Portugal launched an experiment that few countries had dared to try: the decriminalization of drug possession and use, including for drugs labelled by some countries as “hard,” such as cocaine and heroin. These changes to Portugal’s drug law and national policy have marked a turning point for the country and a milestone in international drug policy. Instead of seeking to diminish use by punishing users, the new measures consider drugs illegal but no longer treat drug consumption as a criminal offense. The changes are also particularly significant for Portugal, a conservative country marked by a history of fascistic governments and a Catholic Church that has a powerful influence on politics and social life. Portugal’s reforms have not been limited to treating drug possession as an administrative offense; they also include a wide range of measures such as prevention and social education, discouraging people from further use of controlled substances, harm reduction, treatment for drug dependent people, and assistance in reintegrating them into society. Contrary to initial concerns regarding Portugal’s new strategy, studies have shown that the number of drug users has not risen dramatically, and has even fallen in certain categories. In addition, the number of people with drug-related diseases (such as HIV and hepatitis B or C) has decreased overall. According to Portuguese and international experts, these positive trends are rooted in a drug policy that offers treatment to people who are drug-dependent, instead of treating them like criminals. Levels of drug consumption in Portugal are currently among the lowest in the European Union. Although new policy activities are often subject to internal debates and disputes, mainly concerning economic costs, the policy of decriminalization and the philosophy behind it have not given rise to any real controversy. They are based on a consensus among politicians and Portuguese society as a whole. The effects of Portugal’s experiment with drug policy have been corroborated by research, and the Portuguese people’s reactions to it have been verified by reliable surveys; this experience can and should be a lesson for a world caught up in a failed “war on drugs.” The innovative nature of the Portuguese approach proves that it is not generals, police officers, or criminal court judges, but rather doctors, social workers, and researchers who need to address drug-related issues. |

Abstract |
Alkohol bis zum Abwinken: Viele Jugendliche trinken mindestens fünf Gläser Bier, Schnaps oder Mixgetränke direkt hintereinander. An diesem sogenannten Rauschtrinken beteiligen sich 43 Prozent der Schüler mindestens einmal monatlich. Das hat eine Studie der Leuphana Universität Lüneburg im Auftrag der Deutschen Angestellten Krankenkasse (DAK) ergeben. Ein Drittel dieser Schüler stürzt sogar dreimal oder öfter im Monat ab. Befragt wurden mehr als 4000 Jungen und Mädchen zwischen zehn und 18 Jahren an 17 Schulen in sieben Bundesländern. Bei den 15-Jährigen bekennt sich jeder zweite zum Rauschtrinken, obwohl diese Altersgruppe laut Jugendschutzgesetz noch gar keinen Alkohol konsumieren dürfte. Ab 16 Jahren steigt der Anteil der „Rauschtrinker“ auf mehr als 60 Prozent. |

Abstract |
Das Forschungsprojekt “Gewalt in der Partnerschaft und Alkohol” wurde im Auftrag der Bundesamtes für Gesundheit durchgeführt (Laufzeit: Juli 2011 bis März 2013). Die Studie gibt für die Schweiz einen Einblick in das Vorkommen von häuslicher Gewalt und Alkohol. Der Bericht umfasst vier Teile. Im ersten Teil wird häusliche Gewalt/Partnergewalt definiert und als gesundheitsrelevantes Thema vorgestellt. Zweitens wird die Auswertung von über 1’500 Fragebogen mit Angaben zum Thema Partnergewalt und Alkohol präsentiert, die bei KlientInnen von Opfer- und Gewaltberatungsstellen erhoben wurden. Diese Daten werden, drittens, mit den Aussagen von Betroffenen erweitert. Der vierte Teil erläutert die Situation und Perspektiven der Fachleute, die in den Bereichen Alkoholberatung, Opferhilfe und Gewaltberatung tätig sind und in der Beratungspraxis mit Dualproblematiksituationen – Partnergewalt und Alkohol – konfrontiert sind. Zum Schluss werden Folgerungen und Empfehlungen vorgestellt. |

Abstract |
The aims of this study is to demonstrate how perceptions of the concept of “alcohol abuse” have changed over time and to delineate variations among sub-groups of the Norwegian population. An initial survey was conducted in 1964 in 10 Norwegian cities. Follow-up surveys were conducted in 1989 and 2006 based on national, representative samples. From these samples presumably comparable sub-samples have been selected. The respondents characterised 18 different drinking situations as “abuse”, “not abuse” or “doubt”. The 18 drinking situations were constructed based on combinations of three degrees of drinking frequencies, three degrees of intoxication and two degrees of sociability. The different combinations were presented to the respondents on cards, and in a random order. Norwegians’ perceptions of alcohol consumption have undergone major changes, particularly with respect to perceptions of what constitutes “alcohol abuse”. In general, views have become more liberal and permissive. A shift in perceptions since 1964 was already manifest or: evident in 1989, but this has developed further in the same direction since then. The more people drink, the more liberal are their views on what is “alcohol abuse”? This applies both on individual and aggregated levels. Perceptions of drinking practices, especially of “alcohol abuse”, have shifted with the change in average alcohol consumption. The higher general consumption the more drinking is allow before it is perceived as abuse. This is probably a reciprocal process with no specific causal direction, but obviously influenced by external factors, such as economic and cultural globalisation, tourism and generally more liberal views on many other facets of society and social life. |
