Abstract |
This review on indicated prevention adds to the current knowledge and understanding of risk factors in the development of later drug problems and dependence, focusing on the mental health and behavioural problems that develop during childhood. Indicated prevention is a relatively new branch of drug prevention and can be seen as the third part of the ’prevention chain’, after universal and selective prevention. Its aim is not necessarily to prevent drug use or initiation to it, but rather to prevent the development of dependence, diminish frequency of use and avert ’dangerous’ patterns of substance use (e.g. moderate instead of binge-drinking). |

Abstract |
Die aktuellen Ergebnisse der im März 2009 veröffentlichten Europäischen Schülerstudie zu Alkohol und anderen Drogen (ESPAD) von 2007 zeigen, dass das Rauschtrinken unter 15- bis 16-jährigen Schülern in Europa weiterhin leicht ansteigt, während der Tabakkonsum zurückgeht. An der seit 1995 regelmäßig stattfindenden Studie haben 2007 mehr als 100.000 Schülerinnen und Schüler aus 35 Ländern teilgenommen haben. Sie bietet deshalb einen exzellenten Überblick über den Substanzmissbrauch unter 15- bis 16-jährigen Schülern in Europa, sowohl was die Tendenzen innerhalb der Länder als auch was Vergleiche zwischen den Ländern angeht. |

L’actuelle interdiction d’utiliser un réseau de communication électronique pour exploiter des jeux de hasard, prévue à l’art. 5 de la loi sur les maisons de jeu (LMJ), ne peut pas être im-posée sans mesures d’accompagnement. Il s’ensuit que les buts de la législation en vigueur (art. 2 LMJ) ne peuvent pas être complètement atteints. En particulier, la Confédération se prive de la sorte de rentrées fiscales. Une analyse du marché montre par ailleurs qu’il existe un potentiel, en Suisse, pour des jeux de hasard sur internet. L’objectif du présent rapport est de présenter des solutions possibles pour une meilleure mise en oeuvre des buts de la loi dans le domaine des jeux de hasard sur internet au sens de la LMJ. Il présente différents modèles de libéralisation, tout en exposant les avantages et les inconvénients d’un maintien du statu quo. Une attention particulière est portée aux mesu-res d’accompagnement. En cas de libéralisation des jeux de hasard sur internet, ces mesu-res pourraient faciliter l’accès au marché à de nouveaux prestataires. En cas de maintien du statu quo, elles permettraient de mieux faire respecter l’interdiction d’utiliser un réseau de communication électronique pour exploiter des jeux de hasard. La CFMJ estime qu’il faut assouplir l’interdiction d’utiliser un réseau de communication élec-tronique pour exploiter des jeux de hasard. Parmi les modèles présentés dans le rapport, c’est celui de la concession autonome avec restriction au territoire suisse qui a sa préfé-rence ; les futurs concessionnaires devraient satisfaire aux mêmes conditions que les titulaires de concessions terrestres. En outre, la CFMJ considère que seul l’internet devrait être admis comme réseau de télécommunication – tous les autres (téléphone, téléphonie mobile, télévision numérique interactive) devraient rester interdit (au moins pour l’instant). La CFMJ recommande en tous les cas l’adoption de mesures complémentaires, également dans l’hypothèse dans laquelle le Conseil fédéral ne donnerait pas suite à la proposition principale. |
