Abstract The 2011 work programme takes forward activities begun in 2010 to implement the EMCDDA’s three-year strategy (2010–12). Key themes of this strategy are the consolidation of core data, investment in more complex and policy-relevant analysis, and the development of a small number of new areas of strategic importance. Progress was made in all these areas in 2010, and this document details the next steps to be taken.

Abstract The 2010 work programme is the first to fall under the EMCDDA’s new three-year strategy and work programme (2010–12). In terms of substantive technical activities, the three-year strategy aims to consolidate the core data sets held by the agency and enable more complex analysis of them. It also scales up and develops some new areas of strategic importance. This means that 2010 will necessarily be a formative and exploratory year during which the structures and approaches needed to deliver the objectives set out in the work programme are put in place.

Abstract The 2013-15 strategy and work programme is the third one since the EMCDDA’s recast Regulation in 2006. It is built around three top-level commitments: (a) providing a relevant, timely and responsive analysis of the drug situation; (b) efficiency: deriving maximum value from activities and investments; (c) communication and a customer-orientated approach. The bedrock on which this three-year strategy and work plan rests is the recognition that the achievements the agency has made since its inception have been delivered by maintaining clarity of purpose, technical rigour and a long-term vision.

Abstract Throughout the year, bars, nightclubs, discotheques and other recreational venues provide young Europeans with opportunities to socialise and dance, often offering entertainment such as concerts and dance parties. In addition, large music festivals that are organised mostly during the summer months attract thousands of visitors. Surveys show that in many recreational venues the use of drugs is more prevalent than in the general population (EMCDDA, 2006).

Abstract A collection of narratives from substance users in Europe about their attempts to control or reduce their consumption is released today by the EMCDDA. Entitled Users’ voices, the paper illustrates how qualitative research can provide glimpses into the experiences and perceptions of substance users that statistics alone cannot provide.Organization in 1986 (WHO, 1986). Quotations, gleaned from interviews with substance users in Europe, help to focus on their total needs by providing glimpses into the different ways individuals attempt to control or reduce their consumption of drugs or alcohol. This paper does not attempt to assess the relative efficacy of any specific drug or alcohol approach or intervention: its purpose is to highlight the fact that there is enormous heterogeneity in different individual experiences and the quotations used give voice to some of these very different experiences. In this way, quotations provide important insights and meaning into the figures on prevalence of drug use and treatment statistics.

Abstract The EMCDDA Trendspotter case study on Fentanyl in Europe was undertaken during September and October 2012. It culminated in an expert meeting in Lisbon on 9-10 October 2012. The aim of the study was to increase understanding of the availability and illicit use of fentanyl in Europe, with a specific focus on: the extent and patterns of use; illicit production and diversion; harms and deaths; and, responses to the problem. Twelve experts from 10 EU Member States (Bulgaria, Czech Republic, Germany, Estonia, Greece, Italy, Slovakia, Sweden, Finland, United Kingdom) attended the meeting, presenting their experiences and contributing to an analysis of the topic, providing insights from law enforcement, forensics, treatment, research and monitoring, and drug user perspectives.
