Abstract Ein beträchtlicher Teil der Klientel der Suchthilfe in der Schweiz weist einen Migrationshintergrund auf, was Institutionen und Fachpersonen vor besondere Herausforderungen stellen kann. Dazu gehören Zugangsschwierigkeiten und Kommunikationsprobleme sowie divergierende Vorstellungen von Sucht und Heilung. Dabei sind für eine Suchtproblematik weniger die Migration an sich oder ein bestimmter ethnischer Hintergrund ausschlaggebend als damit verbundene sozio-ökonomische Benachteiligungen.
Transkulturelle Kompetenz und eine transkulturelle Organisationsentwicklung ermöglichen es Fachpersonen und Institutionen, alle diese Aspekte einbeziehend ganzheitlich auf die individuelle Situation einer Klientin oder eines Klienten einzugehen.
Der vorliegende Beitrag fokussiert auf migrationsspezifische Aspekte im engeren Sinn, um den Stand der migrationsgerechten Suchtarbeit in der Schweiz aufzuzeigen. Diese wurde seit den 1990er Jahren durch verschiedene Initiativen des Bundesamtes für Gesundheit gefördert. Eine Auswertung der Infodrog-Datenbank der Suchthilfeangebote in der Schweiz zeigt, dass heute rund 10 % der Einrichtungen explizit ein migrationsspezifisches Angebot ausweisen. Von diesen verfügen knapp 9 % über ein eigentliches Migrationsmainstreaming, die übrigen beschränken sich auf einzelne Aspekte wie Gewährleistung der sprachlichen Verständigung, Vernetzung mit spezialisierten Einrichtungen oder Einbezug von Migrationsaspekten in Anamnese und Therapie. Die Auswertung zeigt, dass eine weitere Sensibilisierung nötig ist, verbunden mit einer Auweitung auf andere Aspekte der Diversität.

Abstract The 2013-15 strategy and work programme is the third one since the EMCDDA’s recast Regulation in 2006. It is built around three top-level commitments: (a) providing a relevant, timely and responsive analysis of the drug situation; (b) efficiency: deriving maximum value from activities and investments; (c) communication and a customer-orientated approach. The bedrock on which this three-year strategy and work plan rests is the recognition that the achievements the agency has made since its inception have been delivered by maintaining clarity of purpose, technical rigour and a long-term vision.

Abstract The global war on drugs has failed, with devastating consequences for individuals and societies around the world. Fifty years after the initiation of the UN Single Convention on Narcotic Drugs, and 40 years after President Nixon launched the US government’s war on drugs, fundamental reforms in national and global drug control policies are urgently needed. Vast expenditures on criminalization and repressive measures directed at producers, traffickers and consumers of illegal drugs have clearly failed to effectively curtail supply or consumption. Apparent victories in eliminating one source or trafficking organization are negated almost instantly by the emergence of other sources and traffickers. Repressive efforts directed at consumers impede public health measures to reduce HIV/AIDS, overdose fatalities and other harmful consequences of drug use. Government expenditures on futile supply reduction strategies and incarceration displace more cost-effective and evidence-based investments in demand and harm reduction.
