Abstract |
This Thematic paper contains the results of a study that examined drug prevention interventions for minority ethnic populations in 29 European countries. A total of 33 interventions were reported to the study and the issues they raise are presented and discussed in the paper. The results will inform the EMCDDA’s plans for 2013-15 in terms of monitoring drug prevention interventions particularly in three areas: data collection, design and quality, and the dissemination of knowledge. |

Abstract |
Ende 2012 hat der Regierungsrat des Kantons Bern unter der Federführung der GEF den dritten Sozialbericht veröffentlicht. Mit diesem wird einerseits die Analyse der Armutssituation im Kanton, wie sie mit den ersten beiden Sozialberichten aufgebaut wurde, fortgeführt. Die Armuts- und Armutsgefährdungsquote im Kanton Bern sind zwischen 2001 und 2008 stetig gestiegen und haben sich seit 2008 auf hohem Niveau eingependelt. Im Jahr 2010 waren rund 12 Prozent der Berner Haushalte arm oder armutsgefährdet. Andererseits stellt der Bericht in Erfüllung der Motion Lüthi (M 044/2010) einen Massnahmenplan zur Bekämpfung der Armut im Kanton bereit. Er enthält eine breite Auslegeordnung von Massnahmen, die grundsätzlich geeignet sind, Armut zu reduzieren und schlägt sieben prioritäre Massnahmen für die Umsetzung vor. |

Abstract |
Le troisième rapport social vient d’être publié par le Conseil-exécutif du canton de Berne sous la direction de la SAP. D’une part, il poursuit et approfondit l’analyse de la pauvreté dans le canton entamée dans les deux premiers rapport sociaux. Le taux de pauvreté et de risque de pauvreté n’a cessé de s’accroître de 2001 à 2008, se stabilisant ensuite à un niveau élevé. En 2010, 12% des ménages bernois vivent ainsi dans la pauvreté ou en sont menacés. D’autre part, le rapport réalise la motion Lüthi (44-2010) qui charge le gouvernement de préparer un plan de lutte contre la pauvreté. Il comporte en effet une large série de mesures visant à réduire la pauvreté et en énonce sept à réaliser en priorité. |

- In 2010, an estimated 11,406 emergency department (ED) visits involved a synthetic cannabinoid product, sometimes referred to as “synthetic marijuana” and commonly known by street names such as “Spice” or “K2” – Three fourths of these ED visits involved patients aged 12 to 29 (75 percent), of which 78 percent were male – The majority (76 percent) of these ED visits did not receive follow-up care upon discharge from the ED |
