Abstract |
Zentrale ökonomische Begriffe wie Qualität, Effektivität und Effizienz finden sich seit einigen Jahren in vielfältigsten Diskussionen in der Sozialen Arbeit und haben dort mittlerweile scheinbar einen festen Platz gefunden, obwohl ihr Stellenwert in der Sozialen Arbeit immer noch nicht ausreichend theoretisch geklärt ist. Deshalb soll die vorliegende Publikation einen Beitrag zu einer theoretischeren Debatte um diese Begriffe leisten. Daher steht folgende Frage im Mittelpunkt: Was ist unter Effektivität und Effizienz – letztlich auch Qualität – personenbezogener, sozialer Dienstleistungen zu verstehen und können diese Begriffe in messbare Indikatoren überführt werden? In den hier vorgelegten Arbeiten wird folgenden Fragen unter unterschiedlichen Gesichtspunkten nachgegangen: a) Welche theoretischen Überlegungen sind erforderlich, um die Messprobleme für Effektivität, Effizienz und Qualität der Produktion sozialer Dienstleistungen einer Lösung näher zu bringen? b) Welche Indikatoren existieren bereits bzw. können wie entwickelt werden, um durch sie zu den angestrebten Messungen zu gelangen? c) In welche Richtungen kann grundsätzlich gedacht werden, um zukünftig Messprobleme zu überwinden? Nach der Einleitung des Herausgebers finden sich in diesem Band sehr unterschiedliche Arbeiten. Joachim Merchel führt nochmals in die grundlegende Thematik ein und plädiert dafür sich mutig an der Diskussion zu beteiligen, sieht aber gerade die Frage nach der Effizienz als nachrangig an. Christian Meineke findet seinen Ansatz, Effektivität beschreiben zu können, über das Berichtswesen. Seine Argumentation basiert darauf, dass die vielfältigen schriftlichen Berichte in der Jugendhilfe bei geschickter Steuerung und Auswertung fundierte Ergebnisse zeitigen. Margarete Finkel stellt einen vielversprechenden Ansatz aus der Heimerziehung vor, der in Zukunft wohl Bedeutung gewinnen wird. Georg Ewerhart bringt hingegen einen ganz anderen Blick ein. Seine Analyseebene ist ein gesamtwirtschaftliche mit hoch aggregierten Daten. Bernd Seeberger stellt hingegen ein Analyseinstrument aus dem Bereich des Krankenhauses und der Pflegeinrichtungen vor; er verlässt dabei die nationalstaatliche Ebene und beschreibt den Weg zu einem europäischen Qualitätsansatz. Friedrich Ortmann, Michael Möller und E. Jürgen Krauss fokussieren am Ende nochmals zugespitzt die Eckpunkte der Diskussion. |

Abstract |
Prevention strategies based on scientific evidence working with families, schools, and communities can ensure that children and youth, especially the most marginalized and poor, grow and stay healthy and safe into adulthood and old age. For every dollar spent on prevention, at least ten can be saved in future health, social and crime costs. These global International Standards summarize the currently available scientific evidence, describing interventions and policies that have been found to result in positive prevention outcomes and their characteristics. Concurrently, the global International Standards identify the major components and features of an effective national drug prevention system. It is our hope that the International Standards will assist policy makers worldwide to develop programmes, policies and systems that are a truly effective investment in the future of children, youth, families and communities. This work builds on and recognizes the work of many other organizations (e.g. EMCDDA, CCSA, CICAD, Mentor, NIDA, WHO) which have previously developed standards and guidelines on various aspects of drug prevention. |

Abstract |
Some have perceived a contradiction between drug prevention and treatment on the one hand and efforts to reduce the negative health and social consequences of drug use on the other. However, in a new discussion paper, UNODC says that these are in fact complementary rather than contradictory. The paper, “Reducing the adverse health and social consequences of drug abuse: A comprehensive approach” is inspired by the international drug control treaties and supported by a growing body of scientific and medical evidence. Moreover, it was prepared in close consultation with the International Narcotics Control Board. It calls for a comprehensive approach to drug abuse in which prevention and treatment of substance use disorders constitute the initial stages. Provision of facilities to reduce the harmful consequences of drug abuse complete the approach. |
