  Abstract Dieser Forschungsbericht, in Form einer systematischen Zusammenstellung von Daten, beschreibt die Ergebnisse der Schweizer HBSC-Befragung 2010 zu Kombinationen gleicher Konsummuster (nicht um Konsummuster einzelner psychoaktiver Substanzen) über verschiedene konsumierte Substanzen bei 11- bis 15-Jährigen. In diesem Bericht wird unter “multiplem Substanzkonsum” somit der Konsum bzw. Gebrauch von mehr als einer psychoaktiven Substanz innerhalb eines gegebenen Zeitrahmens verstanden. Der Konsum bzw. Gebrauch dieser Substanzen muss also nicht unbedingt gleichzeitig erfolgen, wie dies beim sogenannten Mischkonsum der Fall ist.

  Abstract Hepatitis C is a highly prevalent chronic viral infection which poses major public health, economic and social crises, particularly in low and middle income countries. The global hepatitis C epidemic has been described by the World Health Organization as a ‘viral time bomb’, yet continues to receive little attention. Access to preventative services is far too low, while diagnosis and treatment are prohibitively expensive and remain inaccessible for most people in need. Public awareness and political will with regard to hepatitis C are also too low, and national hepatitis surveillance is often non-existent. The hepatitis C virus is highly infectious and is easily transmitted through blood-to-blood contact. It therefore disproportionately impacts upon people who inject drugs: of the 16 million people who inject drugs around the world, an estimated 10 million are living with hepatitis C. In some of the countries with the harshest drug policies, the majority of people who inject drugs are living with hepatitis C – more than 90 percent in places such as Thailand and parts of the Russian Federation. The hepatitis C virus causes debilitating and fatal disease in around a quarter of those who are chronically infected, and is an increasing cause of premature death among people who inject drugs. Globally, most HIV-infected people who inject drugs are also living with a hepatitis C infection. Harm reduction services – such as the provision of sterile needles and syringes and opioid substitution therapy – can effectively prevent hepatitis C transmission among people who inject drugs, provided they are accessible and delivered at the required scale. Instead of investing in effective prevention and treatment programmes to achieve the required coverage, governments continue to waste billions of dollars each year on arresting and punishing drug users – a gross misallocation of limited resources that could be more efficiently used for public health and preventive approaches. At the same time, repressive drug policies have fuelled the stigmatisation, discrimination and mass incarceration of people who use drugs. As a result, there are very few countries that have reported significant declines in new infections of hepatitis C among this population. This failure of governments to prevent and control hepatitis disease has great significance for future costs to health and welfare budgets in many countries. In 2012 the Global Commission on Drug Policy released a report that outlined how the ‘war on drugs’ is driving the HIV epidemic among people who use drugs. The present report focuses on hepatitis C as it represents another massive and deadly epidemic for this population. It provides a brief overview of the hepatitis C virus, before exploring how the ‘war on drugs’ and repressive drug policies are failing to drive transmission down. The silence about the harms of repressive drug policies has been broken – they are ineffective, violate basic human rights, generate violence, and expose individuals and communities to unnecessary risks. Hepatitis C is one of these harms – yet it is both preventable and curable when public health is the focus of the drug response. Now is the time to reform.

Cette synthèse tente plus spécifiquement de répondre à trois questions clés : qui et combien de personnes consomment des drogues licites ou illicites en France, qu’il s’agisse d’une simple expérimentation ou d’une consommation plus régulière ? Quels sont les consommateurs en difficulté ? Quels sont les dommages tant sanitaires que sociaux et judiciaires liés à ces consommations ? L’ouvrage présente la situation actuelle et les évolutions au cours de la dernière décennie. Le champ couvert par ce rapport est pour la première fois étendu aux addictions aux jeux de hasard et d’argent.

  Abstract There have been increased numbers of cocaine-related deaths reported in some European countries since the early 1990s and there are indications that cocaine deaths are more difficult to define, detect and record as such in mortality registries, and more particularly in some countries’ General Mortality Registries due to coding practices. This project aimed to describe the trend in numbers of cocaine-related deaths reported to mortality registries over 15 years in some European countries. In addition, it aimed to provide information on the demographic and drug-use characteristics of recent cases. Nineteen countries responded to a survey on cocaine-related deaths. The identification and coding of cocaine-related deaths varies across registers and across countries. The study shows that during the 2000s there was an increasing upward trend in the numbers of these deaths, followed by a decline in most countries. By far, most deaths were reported in the UK and Spain. Most victims were males (7-9 in 10), in their late 20s or early 30s, having often used cocaine with opioids and sometimes with more drugs. Most of the reported cases died of an overdose. The report also calls for further examination of deaths indirectly related to cocaine use.

  Abstract Das Forschungsprojekt “Gewalt in der Partnerschaft und Alkohol” wurde im Auftrag der Bundesamtes für Gesundheit durchgeführt (Laufzeit: Juli 2011 bis März 2013). Die Studie gibt für die Schweiz einen Einblick in das Vorkommen von häuslicher Gewalt und Alkohol. Der Bericht umfasst vier Teile. Im ersten Teil wird häusliche Gewalt/Partnergewalt definiert und als gesundheitsrelevantes Thema vorgestellt. Zweitens wird die Auswertung von über 1’500 Fragebogen mit Angaben zum Thema Partnergewalt und Alkohol präsentiert, die bei KlientInnen von Opfer- und Gewaltberatungsstellen erhoben wurden. Diese Daten werden, drittens, mit den Aussagen von Betroffenen erweitert. Der vierte Teil erläutert die Situation und Perspektiven der Fachleute, die in den Bereichen Alkoholberatung, Opferhilfe und Gewaltberatung tätig sind und in der Beratungspraxis mit Dualproblematiksituationen – Partnergewalt und Alkohol – konfrontiert sind. Zum Schluss werden Folgerungen und Empfehlungen vorgestellt.
