Abstract: Le troisième rapport social vient d’être publié par le Conseil-exécutif du canton de Berne sous la direction de la SAP. D’une part, il poursuit et approfondit l’analyse de la pauvreté dans le canton entamée dans les deux premiers rapport sociaux. Le taux de pauvreté et de risque de pauvreté n’a cessé de s’accroître de 2001 à 2008, se stabilisant ensuite à un niveau élevé. En 2010, 12% des ménages bernois vivent ainsi dans la pauvreté ou en sont menacés. D’autre part, le rapport réalise la motion Lüthi (44-2010) qui charge le gouvernement de préparer un plan de lutte contre la pauvreté. Il comporte en effet une large série de mesures visant à réduire la pauvreté et en énonce sept à réaliser en priorité.

Abstract: This Thematic paper presents the key findings of the European Union’s research project on Driving Under the Influence of Drugs, alcohol and Medicines, known as the DRUID project. The project looked at experimental studies, epidemiological studies, enforcement, classification of medicines, driver rehabilitation, withdrawal of driving licence, and dissemination and guidelines. Over 5 years of work across 18 countries, the project has produced some 50 reports, each one contributing key evidence to road safety policy. The thematic paper therefore aims to summarise the findings of one of the biggest research projects ever carried out in the EU on drugs and driving.

Analyse de la situation et des mesures envisageables”, qui aborde les questions fondamentales et présente un catalogue de possibles actions – la liste ne se veut pas exhaustive – susceptibles de répondre à des problèmes spécifiques.

Abstract: The European action plan to reduce the harmful use of alcohol 2012-2020 was endorsed by all 53 Member States of the WHO European Region in September 2011. The action plan includes a range of evidence-based policy options to reduce the harmful use of alcohol. Furthermore, this document includes the Regional Committee resolution EUR/RC61/R4, a list of indicators, with definitions, linked to the indicators used in the European Information System on alcohol and Health and a checklist or set of questions for Member States. The action plan is closely linked to the 10 action areas from the global strategy to reduce the harmful use of alcohol adopted at the World Health Assembly in May 2010. The primary audience for the action plan is the national authorities in the WHO European Region responsible for alcohol policy, mainly the ministry of health and other ministries including finance, education, social welfare, transportation, criminal justice, as well as nongovernmental organizations, researchers, civil society, the private sector, and international partners.

Abstract: Recent decades have seen a growth in travel and tourism abroad because of cheap air fares and holiday packages. This has been accompanied by a relaxation of border controls, especially within parts of Europe participating in the Schengen Agreement. As some people may be more inclined to use illicit substances during holiday periods and some may even choose to travel to destinations that are associated with drug use – a phenomenon sometimes referred to as “drug tourism” – this means that from a European drug policy perspective the issue of drug use and travel has become more important.

Abstract: Les joueurs excessifs recourent plus fréquemment aux soins de santé que la population en général, leur taux d’activité et leur revenu sont plus faibles, leur qualité de vie liée à la santé inférieure. Ce constat ressort de l’Enquête suisse sur la santé et d’une enquête spécifique au près de personnes traitées pour des problèmes de jeu. L’estimation du coût social du jeu excessif a été réalisée par l’Institut de recherches économiques de l’Université de Neuchâtel (IRENE) en collaboration avec le Centre du jeu excessif, à Lausanne (CJE). Sur la base de ces travaux, il apparaît que le jeu excessif coûte entre 545 et 658 millions de francs suisses à la collectivité chaque année, sous forme de dépenses de santé additionnelles, de production non réalisée et deperte de qualité de vie.
