Abstract: New drugs were detected in the European Union last year at the rate of around one per week, according to the EMCDDA–Europol 2011 annual report on new psychoactive substances released today. A total of 49 new psychoactive substances were officially notified for the first time in 2011 via the EU early-warning system (EWS). This represents the largest number of substances ever reported in a single year, up from 41 substances reported in 2010 and 24 in 2009.

Abstract: The prescription of substitution drugs, such as methadone and buprenorphine, has become a mainstream, first-line treatment for opioid dependence, with around 700 000 of Europe’s 1.3 million problem opioid users receiving substitution treatment today. But a small minority of entrenched opioid users repeatedly fails to respond to interventions of this kind. Findings from international trials now suggest that the supervised use of medicinal heroin can be an effective second-line treatment for this small, and previously unresponsive, group. In this latest EMCDDA Insights report, experts describe the development as “an important clinical step forward”. The report provides the first state-of-the-art overview of research on the subject, examining the latest evidence and clinical experience in this area in Europe and beyond.

Abstract: In order to help drug users become full members of society following treatment, measures are needed that address the issues of housing, education, vocational training and employment as part of their recovery. This report considers existing interventions targeting this vulnerable social group. It also provides a set of conclusions targeted at policymakers and drug practitioners, in order to help them develop coherent and comprehensive social integration strategies. Examples of ‘what works’ in practice are a vital first step in developing evidence-based guidelines for future interventions.

Abstract: This Manual is a revised edition of the Treatment demand indicator (TDI) protocol version 2.0 and presents updated guidelines for reporting data on people entering drug treatment in Europe. The TDI is one of five key epidemiological indicators which provide a common European methodology for collecting and reporting core data on the number and profiles of those entering specialised drug treatment each year. TDI data are routinely used in EMCDDA analysis of the drug situation in Europe, helping to identify trends and patterns in problem drug use and to assess the use and uptake of treatment facilities.

Abstract: The European School Survey Project on alcohol and Other Drugs (ESPAD) is a collaborative effort of independent research teams in more than forty European countries, making it the largest cross-national research project on adolescent substance use in the world. ESPAD was founded in 1993, on the initiative of the Swedish Council for Information on alcohol and Other Drugs (CAN) and with the support of the Pompidou Group at the Council of Europe. In later years, ESPAD has also established co-operation with the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), a body of the European Union. Most of the European continent is now covered by ESPAD, meaning that it provides a reliable overview of trends in substance use among 15-16-year-old European students. Data are collected every four years. This report presents the results from the fifth wave, conducted in 36 countries during spring 2011. It gives a comprehensive picture of the present situation among European young people as regards the use of tobacco, alcohol, cannabis and other substances, as well as an overview of trends in 1995-2011.

Abstract: Das Amt für soziale Sicherheit des Kantons Solothurn hat eine Situationsanalyse und Bedarfserhebung betreffend Gesundheitsförderung und Prävention in den Schulen in Auftrag gegeben. Ziel ist eine differenzierte Übersicht über die Problemfelder der Schülerinnen und Schüler, die bestehenden Angebote im Bereich der Gesundheitsförderung und Prävention und deren Nutzung in den Solothurner Schulen (Kindergarten bis Oberstufe) zu gewinnen. Die Ergebnisse der durchgeführten Erhebungen sowie die Schlussfolgerungen und Empfehlungen bilden für den Kanton eine Grundlage, um die Gesundheits-förderung und Prävention in den Schulen in den nächsten Jahren der Situation entsprechend planen und umsetzen zu können. Empirische Grundlage für die Situationsanalyse und Bedarfserhebung waren Onlineerhebungen mit allen Schulleiterinnen und Schulleitern des Kantons, mit einer Auswahl von Lehrpersonen sowie von Schülerinnen und Schülern. Diese quantitativen Zugänge wurden mit qualitativen Fokusgruppen mit Eltern und Schulsozialarbeitenden ergänzt. Ausgehend von dieser Datenbasis sowie Diskussionen mit der fachlichen Steuergruppe wurden schliesslich die Empfehlungen formuliert. Die Problemfelder sind vielfältig, die Situation insgesamt aber nicht überraschend oder alarmierend. Spezifische Angebote zu Gesundheitsförderung und Prävention bestehen im Kanton Solothurn schon einige. Für das System Schule lassen sich verschiedene Empfehlungen formulieren, die vor allem im strukturellen Bereich liegen: Information und Koordination bestehender Angebote verbessern, Ressourcen (Zeit und Finanzen) erweitern, themenunspezifische Einführung von Systemen der Früherkennung und Frühintervention sowie Kooperation zwischen Schulen und Fachstellen resp. Eltern und Schulen fördern. Einige Empfehlungen betreffen thematische Bereiche. Insbesondere geht es um den positiven Umgang mit neuen Medien, verschiedene Gewaltthematiken und dem Umgang mit der kulturellen Vielfalt.
