Abstract: Il Piano fissa le linee generali di sviluppo della politica del Cantone nel settore delle tossicomanie per il quadriennio 2005-2008, con riferimento alla politica nazionale dei quattro pilastri: prevenzione, terapia, riduzione del danno e repressione. L’auspicio che emerge da questo documento è quello che si possa passare in modo graduale da una politica centrata sulle sostanze illegali a una politica delle sostanze psicoattive e delle dipendenze in generale.

Abstract: Schweiz – Bern. Ergebnisse von 10 Jahren Drugchecking: Das Kantonsapothekeramt in Bern hat mehr als 1700 Substanzenproben an über 100 Events analysiert. Auf einem Poster sind nun die wichtigsten Ergebnisse der letzten 10 Jahre abgebildet. Besonderes Augenmerk ist auf die zwei Diagramme zu den Veränderungen bei XTC-Tabletten und Kokain zu richten. Die Anzahl der als XTC verkauften Tabletten, welche statt dem erwarteten MDMA andere Wirkstoffe enthielten, sank seit 2000 stetig ab, mit einem Knick in den Jahren 2008/2009. Komplementär hierzu stieg die Anzahl von Tabletten mit m-CPP. Bei Kokain ist ein kontinuierlicher Abfall des Reinheitsgrades zu verzeichnen, von durchschnittlich 60% hinunter auf durchschnittlich 30%. A Swiss lab takes a particularly sophisticated approach to examining the contents of drugs in a party context. Includes graphs showing trends in over 1700 samples tested on site by the mobile lab.

Abstract: Prevention strategies based on scientific evidence working with families, schools, and communities can ensure that children and youth, especially the most marginalized and poor, grow and stay healthy and safe into adulthood and old age. For every dollar spent on prevention, at least ten can be saved in future health, social and crime costs. These global International Standards summarize the currently available scientific evidence, describing interventions and policies that have been found to result in positive prevention outcomes and their characteristics. Concurrently, the global International Standards identify the major components and features of an effective national drug prevention system. It is our hope that the International Standards will assist policy makers worldwide to develop programmes, policies and systems that are a truly effective investment in the future of children, youth, families and communities. This work builds on and recognizes the work of many other organizations (e.g. EMCDDA, CCSA, CICAD, Mentor, NIDA, WHO) which have previously developed standards and guidelines on various aspects of drug prevention.
