Abstract |
Injecting is one of the main causes of health damage related to illegal drug use today. It is strongly related to fatal and non-fatal overdoses, as well as to the transmission of infectious diseases, such as hepatitis B and C, and HIV infection. Yet studying drug injection is no easy task, due to its hidden nature and low prevalence in general population terms. It is necessary to understand why and how people decide to engage in such dangerous behaviour, and to analyse how drug injectors perceive risk. There are fundamental issues that need to be understood in order to interpret and better use epidemiological quantitative data on the subject. This publication is the result of a review undertaken by the EMCDDA working group on injecting drug use and risk behaviour. It helps in understanding injecting drug use and its adverse health consequences, particularly risk behaviour associated with the transmission of HIV. |

Abstract |
This publication provides information on best practice in drug prevention at European, national, regional and municipal level. It is a translation of a German study commissioned by the Federal Centre for Health Education, Cologne. While, in some sections, reference is made particularly to Germany, the publication’s conclusions are international, providing added value for a pan-European or global readership. It is hoped that the publication will help accelerate the development in Member States of quality standards for prevention projects and training requirements for prevention workers. |

Researching and analysing the responses of the criminal-justice systems to drug offenders throughout Europe is one of the EMCDDA’s priorities. This study is the result of a decision taken by the EMCDDA’s Management Board in 1999 to set up a legal information system on drugs. This study, focusing on the gap between law and practice, aims to highlight the real outcomes for individuals arrested for using and selling drugs and committing property crimes. |

Abstract |
Ziel der Studie war es festzustellen, wie sich die Lebens- und Arbeitssituation der in Deutschland lebenden Gruppen von Migranten/innen untereinander und im Vergleich mit der Allgemeinbevölkerung unterscheidet, welche sozialen Hilfsangebote von ihnen genutzt werden und welche Kenntnisse sie zum Thema HIV/AIDS, STD und Sexualität haben. Das Forschungsprojekt eröffnete die Möglichkeit, bei den Bereichen Zugang zum Gesundheits- und Sozialsystem, Kenntnisse, Einstellungen und Verhalten zu HIV/AIDS und STD, Einstellungen und Meinungen zu Infektionsrisiken und Präventionsnotwendigkeiten, zum Sexualverhalten zu erheben. In der Betroffenengruppe der Migranten/innen sind differenzierte Gruppenvergleiche nach Herkunftsländern, Aufenthaltsstatus, Alter und Geschlecht,Versicherungsstatus, Sprachkenntnissen und Einkommen vorgenommen worden. |

Abstract |
Pendant la période d’octobre 2007 à avril 2008, l’Institut de sciences politiques (IPZ) de l’Université de Zurich a effectué une évaluation de la “tâche commune Infodrog”, sur mandat de l’Office fédéral de la santé publique (OFSP). La tâche commune Infodrog se fonde sur un contrat entre l’OFSP et la Conférence des directeurs cantonaux des affaires sociales (CDAS). Ce contrat met en oeuvre la Centrale nationale de coordination des addictions (Infodrog) afin de contribuer à la mise en réseau, la coordination ainsi qu’à l’assurance de la qualité, l’innovation et l’information des institutions dans le domaine des dépendances. L’objet principal de l’évaluation est l’utilité de ce contrat concernant la coordination au niveau stratégique des politiques cantonales en matière de drogue. D’une part, l’évaluation a montré que les services de la Centrale de coordination des addictions (Infodrog) sont utilisés, appréciés et considérés comme utiles tant par les offices cantonaux que par les institutions privées oeuvrant dans le domaine des dépendances. D’autre part, des divergences conceptuelles ont été constatées au niveau des partenaires impliqués (OFSP, CDAS, Infodrog) concernant les objectifs stratégiques du partenariat. Sur la base des résultats, des recommandations sont formulées et trois modèles possibles pour la poursuite de la tâche commune sont présentés. |
