  Abstract L’intégration professionnelle et sociale des jeunes est une mission prioritaire de la politique sociale. Une formation postobligatoire contribuant fortement à une bonne intégration dans la société, l’introduction du CM FP donne au plus grand nombre possible de jeunes la chance d’effectuer une formation professionnelle initiale. L’objectif à long terme de ces efforts est d’augmenter le taux de réussite des jeunes au degré secondaire II de 90 % à 95 % d’ici à 2015. Le CM BB est une procédure structurée. En effet, un service responsable veille à ce que cette procédure soit coordonnée, contrôlée et conforme à la planification, et ce, au-delà des frontières institutionnelles, pendant la période durant laquelle les jeunes choisissent une profession et la durée de la formation. Les points centraux sont le soutien de l’aide à l’auto-responsabilisation (empowerment) des jeunes à risque et l’amélioration de la performance des mesures prises, sur la base d’une gestion et d’une structuration efficaces des processus. La Confédération encourage l’introduction du CM FP dans les cantons pendant la période 2008 à 2011 avec un montant de 20 millions de francs. Les cantons portent la responsabilité de la mise en application. La mise en œuvre opérationnelle est soutenue par l’OFFT et la Conférence suisse des offices de la formation professionnelle (CSFP) et sept projets partiels en assurent le bon déroulement.

  Abstract This publication is the first in a series dedicated to prevalent illicit synthetic stimulant drugs, also known as amphetamine-type stimulants (ATS). The ATS category is made up of two groups of substances. This study focuses on the supply and use of methamphetamine in Europe, set in a global context. Methamphetamine is probably the most widely consumed synthetic stimulant in the world. In many countries across the globe it is reportedly the second most prevalent illicit drug after cannabis.

  Abstract Smokable herbal mixtures under the brand name ‘Spice’ are known to have been sold on the Internet and in various specialised shops since at least 2006 and anecdotal reports suggest that those products may have been available as early as 2004. Although advertised as an ‘exotic incense blend which releases a rich aroma’ and ‘not for human consumption’, when smoked, Spice products have been reported by some users to have effects similar to those of cannabis.
