Abstract The European School Survey Project on alcohol and Other Drugs (ESPAD) is a collaborative effort of independent research teams in more than forty European countries, making it the largest cross-national research project on adolescent substance use in the world. ESPAD was founded in 1993, on the initiative of the Swedish Council for Information on alcohol and Other Drugs (CAN) and with the support of the Pompidou Group at the Council of Europe. In later years, ESPAD has also established co-operation with the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), a body of the European Union. Most of the European continent is now covered by ESPAD, meaning that it provides a reliable overview of trends in substance use among 15-16-year-old European students. Data are collected every four years. This report presents the results from the fifth wave, conducted in 36 countries during spring 2011. It gives a comprehensive picture of the present situation among European young people as regards the use of tobacco, alcohol, cannabis and other substances, as well as an overview of trends in 1995-2011.

Abstract Infectious diseases, such as hepatitis A, B and C and HIV, are an important health consequence of drug addiction, especially in injecting drug users (IDUs). Hepatitis C, the most common infectious disease in IDUs, is the central focus of this monograph. Injecting drug use, through sharing injection equipment, is currently the major risk factor for hepatitis C. The great majority of new hepatitis C cases are related to injecting drug use and the prevalence and incidence of hepatitis C in IDUs are extremely high. This monograph pulls together state-of-the-art knowledge in treatment, natural history and prevention. It provides the first European data on epidemiological trends in injecting drug users, presents modelling results that give early indications to which interventions could be the most effective at the population level, as well as estimates of the future costs of healthcare, what part of these costs are avoidable, and the cost-effectiveness of existing interventions such as needle and syringe exchange and methadone treatment.

Abstract Researching and analysing the responses of the criminal-justice systems to drug offenders throughout Europe is one of the EMCDDA’s priorities. This study is the result of a decision taken by the EMCDDA’s Management Board in 1999 to set up a legal information system on drugs. This study, focusing on the gap between law and practice, aims to highlight the real outcomes for individuals arrested for using and selling drugs and committing property crimes.
