Abstract As of 10 July 2012, five cases of anthrax have been reported among injecting drug users (IDUs) from Germany (n=3), Denmark (n=1) and France (n=1). Reported dates of onset in all five cases range between early June 2012 and 11 July 2012. One German case and the case from Denmark have died. The first two cases from Germany are likely linked through exposure to heroin contaminated by a most likely identical Bacillus anthracis strain (based on molecular typing results). For the third German case there is also some laboratory evidence that the strain could be identical with the outbreak strain, but due to the limited amount of DNA, further typing is not possible. The link of the remaining two cases, though probable, needs to be confirmed through molecular typing. The geographical distribution of the potentially contaminated heroin is unknown at this time, but it is possible it has the same source as the contaminated heroin incriminated in the 2009/2010 outbreak in Scotland (with cases also reported from Germany and England). The risk of exposure for heroin users in European Union (EU) countries is presumably still present and therefore it is not excluded that additional cases among IDUs will be identified in the near future. Information could be disseminated to health care workers, drug treatment and harm reduction centres describing the symptoms of anthrax infection to ensure early treatment, and urging the provision of appropriately-dosed opiate substitution treatment to prevent further anthrax cases.

Abstract Die aktuellen Ergebnisse der im März 2009 veröffentlichten Europäischen Schülerstudie zu Alkohol und anderen Drogen (ESPAD) von 2007 zeigen, dass das Rauschtrinken unter 15- bis 16-jährigen Schülern in Europa weiterhin leicht ansteigt, während der Tabakkonsum zurückgeht. An der seit 1995 regelmäßig stattfindenden Studie haben 2007 mehr als 100.000 Schülerinnen und Schüler aus 35 Ländern teilgenommen haben. Sie bietet deshalb einen exzellenten Überblick über den Substanzmissbrauch unter 15- bis 16-jährigen Schülern in Europa, sowohl was die Tendenzen innerhalb der Länder als auch was Vergleiche zwischen den Ländern angeht.

Abstract This report is about implementation. It presents and discusses scientific surveys of how new methods can be disseminated and implemented. When new health-promoting methods have been presented, it often takes a long time for them to come into daily use. This delay means that possible health gains are not achieved as quickly as we would like. Our hope is that this report will act as a support for public health planners, prevention coordinators and others with similar working tasks , i.e. for people who occasionally face the challenge of implementing new methods to promote public health.

Abstract The European School Survey Project on alcohol and Other Drugs (ESPAD) is a collaborative effort of independent research teams in more than forty European countries, making it the largest cross-national research project on adolescent substance use in the world. ESPAD was founded in 1993, on the initiative of the Swedish Council for Information on alcohol and Other Drugs (CAN) and with the support of the Pompidou Group at the Council of Europe. In later years, ESPAD has also established co-operation with the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), a body of the European Union. Most of the European continent is now covered by ESPAD, meaning that it provides a reliable overview of trends in substance use among 15-16-year-old European students. Data are collected every four years. This report presents the results from the fifth wave, conducted in 36 countries during spring 2011. It gives a comprehensive picture of the present situation among European young people as regards the use of tobacco, alcohol, cannabis and other substances, as well as an overview of trends in 1995-2011.
