Abstract |
In 2009, the United Nations Member States decided to make further and decisive progress, within a decade, in controlling illicit drug supply and demand. Many illicit drug markets have reached global dimensions and require control strategies on a comparable scale. In that context, there is a need to better understand these transnational markets and the manner in which they operate. This year’s World Drug Report is a contribution towards that objective. It opens with an analytical discussion of three key transnational drug markets: the markets for heroin, cocaine and amphetamine-type stimulants. The market discussion is followed by a presentation of statistical trends for all major drug categories. The latest information on drug production, seizures and consumption is presented. Finally, there is a discussion on the relationship between drug trafficking and instability. |

Abstract |
Three years after the last global assessment of Amphetamine-Type Stimulants (ATS), the manufacture and trafficking of these drugs remains a serious and constantly evolving challenge. The 2011 Global ATS Assessment shines a powerful light on ATS helping governments to better understand this important phenomenon. Once viewed as purely a cottage industry, ATS manufacture and trafficking has undergone its own industrial revolution. After cannabis, ATS are the second most widely used drugs across the globe outstripping the use of heroin or cocaine. ATS are now manufactured and marketed with organized crime groups involved throughout the production and supply chain. Until recently, the ATS trade was sometimes ignored in favour of the traditional focus on heroin and cocaine. But there is growing recognition that the expansion of the ATS trade and its high profits threaten security, health and the welfare of populations across the globe. [...] |

Abstract |
In diesem Policy Brief werden ausgewählte Ergebnisse eines EU Projektes vorgestellt, das zwischen 2008 und 2010 in Deutschland, Österreich, Polen und Schottland unter dem Titel „Senior Drug Dependents and Care Structures“ durchgeführt wurde. Da die Ergebnisse der vier Länderstudien aufgrund unterschiedlicher Dokumentationssysteme und anderer Faktoren nicht vergleichbar sind, müssen die hier vorgestellten österreichischen Ergebnisse für jene der Gasamtstudie stehen. Sie belegen die zunehmende Zahl älterer Drogenabhängiger und zeigen ihre Randposition in Gesellschaft und Drogenmilieu und deren Folgen, wie ihre – vorwiegend unzureichende – Versorgung durch spezielle, zumeist ebenfalls randständige Einrichtungen. Die Diskriminierung (älterer) Drogenabhängiger gründet nicht auf sozialstaatlichen Regelungen, sondern auf dem Suchtmittelgesetz, das den Umgang mit ausgewählten Substanzen inkriminiert. Die gesellschaftliche (Re) Integration älterer Drogenabhängiger setzt daher auch das Überdenken der gesetzlichen Grundlagen voraus. |
