Abstract There is a growing recognition around the world that the prohibition of drugs is a counterproductive failure. However, a major barrier to drug law reform has been a widespread fear of the unknown – just what could a post-prohibition regime look like? For the first time, ‘After the War on Drugs: Blueprint for Regulation’ answers that question by proposing specific models of regulation for each main type and preparation of prohibited drug, coupled with the principles and rationale for doing so. We demonstrate that moving to the legal regulation of drugs is not an unthinkable, politically impossible step in the dark, but a sensible, pragmatic approach to control drug production, supply and use.

Abstract The training manual “Prison staff and harm reduction” is the main output of the EU-funded TCJP project (Training Criminal Justice Professionals in Harm Reduction Services for Vulnerable Groups). The main aim of the project is to develop and improve training for professionals in the criminal justice system who work on the ‘front line’ with problem drug users. The training package aims at prison staff and consists of a core section on harm reduction and several additional modules on subjects such as infectious diseases, mental health and women. It can be adapted to the needs of specific target audiences. The manual as well as PowerPoint presentations on each session (except for session 3.8 and 3.9 that are on the whole interactive) can be downloaded in English language. By December 2010, translations will be available in Bulgarian, German, Italian, Latvian and Romanian.

Abstract Dieser Überblick setzt sich mit den Anforderung an ein Qualitätsmanagement (QM) im Paradigmenwechsel auseinander. Der Charakter von Qualitätsmanagementsystemen, der sich durch Qualitätsfestlegung, Qualitätssicherung und Qualitätsbekanntmachung beschreiben lässt, wird kurz dargestellt und anschliessend in Bezug zum Paradigmenwechsel gesetzt. Ein adäquates Qualitätsmanagement hat in seiner Umsetzung zu beinhalten, dass es auf einem emanzipatorischen Bottom-up Ansatz basiert, entwicklungsorientiert angelegt ist, Zuständigkeiten klärt und tabubrechend wirkt. In einem Exkurs wird anhand der KundInnendiskussion die Übersetzungsproblematik von QM in den sozialen Bereich aufgezeigt und vor einer unreflektierten Kopie gewarnt. KundInnen im Paradigmenwechsel werden als kundig, daher fähig, ihre Bedürfnisse zu artikulieren, verstanden – im Gegensatz zu PatientInnen und KlientInnen. Abschliessend wird das Qualitätsmanagement der SIVUS- Methode kurz dargestellt.
