Abstract: Die Kantone erhalten 10 Prozent des Reinertrags aus der Besteuerung der gebrannten Wasser. Diese Mittel sind zur Bekämpfung der Ursachen und Wirkungen von Suchtproblemen zu verwenden. Der Anteil der Kantone ist zur Bekämpfung des Alkoholismus, des Suchtmittel-, Betäubungsmittel- und Medikamentenmissbrauchs in ihren Ursachen und Wirkungen zu verwenden. Die Kantone erstatten dem Bundesrat jährlich Bericht über die Verwendung ihres Anteils. Un dixième du produit net de l’impôt sur les boissons distillées est versé aux cantons. Ils utilisent ces fonds pour combattre les causes et les effets de l’abus de substances engendrant la dépendance. Les cantons sont tenus d’employer leur part pour combattre dans leurs causes et dans leurs effets l’alcoolisme, l’abus des stupéfiants et autres substances engendrant la dépendance ainsi que l’abus des médicaments. Les cantons présentent, chaque année, un rapport au Conseil fédéral sur cet emploi. Il 10 per cento del prodotto netto dell’imposizione delle bevande distillate è devoluto ai Cantoni. È impiegato per combattere, nelle sue cause e nei suoi effetti, l’abuso di sostanze che generano dipendenza. La parte spettante ai Cantoni dev’essere impiegata nella lotta contro l’alcolismo, l’abuso di stupefacenti o di altre sostanze che generano dipendenza e l’abuso di medicamenti, nelle loro cause e nei loro effetti. I Cantoni presentano ogni anno al Consiglio federale un rapporto sull’impiego della loro quota.

Abstract: The European Union Drug Strategy for the period 2009–12 sets the goal to yield concrete and identifiable improvements concerning the knowledge of drugs trafficking. In addition, the EU Drugs Action Plan for 2009–12 defines among others the objectives to develop key-indicators of policy-relevant data on drug markets, as well as a strategy to collect them. This pilot study on wholesale drug markets aims to contribute to this process, starting by discussing the utility of collecting wholesale drug prices in Europe. In order to assess the feasibility of this collection process, this study provides an overview of the procedures implemented nationally and of the information available in European countries on wholesale drug prices.

Abstract: Three years after the last global assessment of Amphetamine-Type Stimulants (ATS), the manufacture and trafficking of these drugs remains a serious and constantly evolving challenge. The 2011 Global ATS Assessment shines a powerful light on ATS helping governments to better understand this important phenomenon. Once viewed as purely a cottage industry, ATS manufacture and trafficking has undergone its own industrial revolution. After cannabis, ATS are the second most widely used drugs across the globe outstripping the use of heroin or cocaine. ATS are now manufactured and marketed with organized crime groups involved throughout the production and supply chain. Until recently, the ATS trade was sometimes ignored in favour of the traditional focus on heroin and cocaine. But there is growing recognition that the expansion of the ATS trade and its high profits threaten security, health and the welfare of populations across the globe. [...]

Abstract: Ce document présente le plan d’action visant à mettre en oeuvre les stratégies en matière d’alcool élaborées aux niveaux européen et mondial. Il est le fruit d’un processus consultatif avec un comité restreint de rédaction et un groupe de rédaction plus élargi ; une première consultation avec les États membres a eu lieu à Genève les 9 et 10 février 2010, et une autre a été organisée à Zurich lors d’une réunion avec les États membres, les 4 et 5 mai 2011. Le plan d’action est présenté au Comité régional afin qu’il soit passé en revue et éventuellement approuvé. À cette fin, un projet de résolution est joint pour examen par le Comité régional.
