Abstract: Epidemiological studies routinely collect quantitative data on gender differences in drug use (e.g. prevalence, mortality), but far less is published on the qualitative aspects of female drug problems. This review presents quotations gleaned from interviews with women in eight countries. Through these testimonies, the report illustrates how qualitative research can provide glimpses into the experiences and perceptions of women facing drug issues that statistics alone cannot provide.

Abstract: There is a substantial evidence base on the effectiveness of different policies in reducing the harm done by alcohol. Policies that regulate the economic and physical availability of alcohol are effective in reducing alcohol-related harm. Enforced legislative measures to reduce drinking and driving and interventions individually directed to drinkers already at risk are also effective. The evidence shows that information and education programmes do not reduce alcohol-related harm; nevertheless, they have a role in providing information, reframing alcohol-related problems and increasing attention to alcohol on the political and public agendas. In all parts of the European Union, population-based interventions represent a highly cost– effective use of resources to reduce alcohol-related harm. Brief interventions for individual high-risk drinkers are also cost–effective, but are harder to scale up because of their associated training and manpower needs.

Abstract: Im Juli/August 2009 führte der Städteverband bei seinen Mitgliedern sowie den Mitgliedern der Konferenz Städtischer Polizeidirektorinnen und -direktoren eine Umfrage zu einzelnen Aspekten der bevorstehenden Totalrevision des Alkoholgesetzes durch. Dies mit folgenden Resultaten: – Die Städte, die an der Umfrage teilnahmen, befürworten ausnahmslos die Schaffung einer Rechtsgrundlage für Test-Käufe. Mehr als die Hälfte der Städte führt Test-Käufe durch und macht damit im Hinblick auf die Alkoholprävention gute Erfahrungen. – Die Schaffung einer bundesrechtlichen Grundlage für zeitlich und örtlich limitierte Alkoholverbote wird von den Städten grossmehrheitlich (zu 86 %) unterstützt. – Unter den möglichen Massnahmen gegen Billigstangebote stösst die Festsetzung von Minimalpreisen auf die grösste Zustimmung (66 %). Die Einführung einer Lenkungsabgabe oder die Erhöhung der Spirituosensteuer unterstützen rund ein Drittel der Städte und städtischen Gemeinden.

Union des villes suisses. (2009). Révision totale de la loi sur l'alcool : les villes sont favorables à la création d'une base légale pour les achats-tests ainsi que pour les interdictions d'alcool à certaines heures et à certains endroits. Berne: Author.
Abstract: L’Union des villes suisses a mené entre juillet et août 2009 un sondage sur les principaux aspects de la révision en préparation de la loi fédérale sur l’alcool auprès de ses membres et des membres de la Conférence des directrices et directeurs de police des villes suisses. En voici les principaux résultats: – Les villes sont favorables, sans exception, à la création d’une base légale pour les achatstests. Plus de la moitié des villes mène ce type de tests et note des résultats positifs sous l’angle de la prévention. – Une grande majorité des villes (86%) appelle de ses voeux une base légale fédérale pour des interdictions à certaines heures et à certains endroits. – Parmi différentes mesures pour lutter contre les offres d’alcool à très bon prix, la fixation d’un prix minimum est celle qui emporte la plus grande adhésion (66%). Environ un tiers des villes et des communes urbaines approuve l’introduction d’une taxe d’incitation ou l’augmentation de l’impôt sur les spiritueux.

Abstract: The purpose of this paper is to give meaning and insight into some of the key drug and alcohol issues that affect children from the perspectives of the children themselves. It is not to estimate the relative magnitude of a specific drug or alcohol problem or the numbers of children affected by it. Each section of this paper is preceded by one or two key statistics and whilst the quotations that follow may highlight a need to develop more robust and detailed statistics on a key issue, the overriding objective is to give the children a voice.
