Abstract Trends in injecting drug use in Europe is the title of the latest EMCDDA Selected issue publication. This volume brings together data from a wide variety of sources as it describes Europe’s current drug injecting problem and plots its trends in recent years. Responses to drug injecting and measures to reduce the harm caused by this form of drug use are also reviewed. The report finds that the available data point to a stable or declining trend of injecting in most European countries, with effective treatment and harm-reduction measures now reaching many users. Despite this, there is still a large population of drug injectors in Europe, and there continue to be signs of recent recruitment in some countries.

Abstract Alkohol bis zum Abwinken: Viele Jugendliche trinken mindestens fünf Gläser Bier, Schnaps oder Mixgetränke direkt hintereinander. An diesem sogenannten Rauschtrinken beteiligen sich 43 Prozent der Schüler mindestens einmal monatlich. Das hat eine Studie der Leuphana Universität Lüneburg im Auftrag der Deutschen Angestellten Krankenkasse (DAK) ergeben. Ein Drittel dieser Schüler stürzt sogar dreimal oder öfter im Monat ab. Befragt wurden mehr als 4000 Jungen und Mädchen zwischen zehn und 18 Jahren an 17 Schulen in sieben Bundesländern. Bei den 15-Jährigen bekennt sich jeder zweite zum Rauschtrinken, obwohl diese Altersgruppe laut Jugendschutzgesetz noch gar keinen Alkohol konsumieren dürfte. Ab 16 Jahren steigt der Anteil der „Rauschtrinker“ auf mehr als 60 Prozent.

Abstract ’Drug problems have no age limits’ – This special review published alongside the 2010 Annual report, reveals why drug use is no longer simply a ‘youth phenomenon’. Europe is experiencing a pronounced ageing of its population, around a quarter of which will be aged 65 or over by 2050. Statistics published today show that Europe’s drug-using population is also ageing and that meeting the needs of older drug users is a growing issue for treatment services. This is particularly the case in western countries which saw the EU’s first heroin epidemics in the 1980s and 1990s.

Abstract Focusing on European countries where amphetamine or methamphetamine is an important part of the drug problem, this Selected issue looks at the current situation in the light of the historical development of amphetamines use since the introduction of these substances as medicines in the 1930s. The history of amphetamines use is the result of an interplay of global forces, such as the spread of recreational drug use in the 1960s and the arrival of heroin on the European drug scene in the 1970s, and local events such as the rise of small-scale pervitin (methamphetamine) production in what was then Czechoslovakia. The outcome of this is that, in the present day, problem amphetamines use across Europe is marked by strong national characteristics, possibly more so than any other of the major illicit drugs.

Abstract Dieses „Ausgewählte Thema“ befasst sich schwerpunktmäßig mit den europäischen Ländern, in denen Amphetamin oder Methamphetamin ein wichtiger Teil des Drogenproblems ist, und beleuchtet die aktuelle Situation angesichts der historischen Entwicklung der Anwendung von Amphetaminen (1) seit der Einführung dieser Substanzen als Arzneimittel in den 1930er Jahren. Die Geschichte der Anwendung von Amphetaminen ist das Ergebnis eines Zusammenspiels globaler Einflussfaktoren, wie beispielsweise der Ausbreitung von Freizeitdrogen in den 1960er Jahren und das Auftauchen von Heroin in der europäischen Drogenszene in den 1970er Jahren sowie von lokalen Geschehnissen wie dem Anstieg der Herstellung von Pervitin (Methamphetamin) in kleinem Umfang in der damaligen Tschechoslowakei. Als Resultat ist der problematische Konsum von Amphetaminen in Europa heutzutage – wahrscheinlich mehr als bei jeder anderen der wichtigsten illegalen Drogen – von starken nationalen Besonderheiten geprägt.

Abstract Cette question spécifique, axée sur les pays européens dans lesquels l’amphétamine ou la méthamphétamine constituent une part importante du problème de la drogue, examine la situation actuelle à la lumière de l’évolution historique de l’usage des amphétamines (1) depuis l’introduction de ces substances en tant que médicaments dans les années 1930. L’histoire de l’usage des amphétamines résulte de l’interaction de dynamiques mondiales telles l’essor de l’usage récréatif de drogues dans les années 1960 et l’arrivée de l’héroïne sur la scène européenne des drogues dans les années 1970, et d’autre part d’événements locaux, comme l’augmentation de la production à petite échelle de la pervitine (méthamphétamine) dans l’ex-Tchécoslovaquie. Cette situation a abouti au fait que, de nos jours, l’usage problématique d’amphétamines en Europe est marqué par de fortes spécificités nationales, peut être davantage que pour n’importe quelle autre drogue illicite majeure.

Abstract La presente questione specifica, che focalizza l’attenzione sui paesi europei in cui l’amfetamina o la metamfetamina costituiscono un aspetto importante del fenomeno della droga, analizza la situazione attuale alla luce dell’evoluzione storica delle amfetamine (1), a partire dalla loro introduzione come medicinali negli anni 1930. La parabola del consumo di amfetamine si è sviluppata dall’intreccio di dinamiche di portata globale (la diffusione del consumo di droga per fini ricreativi negli anni 1960 e la comparsa dell’eroina sullo scenario del traffico di stupefacenti in Europa negli anni 1970) con alcuni eventi locali tra cui l’aumento della produzione di pervitina (metamfetamina) su piccola scala in quella che allora era ancora la Cecoslovacchia. Il risultato di questo intrecciarsi di eventi è che, attualmente, il consumo problematico di amfetamine in Europa è contrassegnato da marcate caratteristiche nazionali, forse più che per qualsiasi altro importante stupefacente illegale.
