Abstract: Ein Forschungsprojekt der Zürcher Hochschule Winterthur und der Universität Neuenburg kommt zum Schluss, dass sich Investitionen in die Gesundheitsförderung und Prävention volkswirtschaftlich lohnen: Deren Gesamtnutzen für die Bevölkerung ist deutlich grösser als es die Kosten für die Allgemeinheit sind. Damit untermauert die erste umfassende ökonomische Untersuchung von Präventionsmassnahmen in der Schweiz die grosse Bedeutung eines Präventionsgesetzes.

Abstract: Un projet de recherche de l’Université de Neuchâtel et de la Haute école zurichoise de Winterthour arrive à la conclusion que les investissements pour la promotion de la santé et pour la prévention sont économiquement avantageux : le bénéfice global qu’en tire la population dépasse largement les coûts assumés par la collectivité. Ainsi, la première étude économique complète des mesures de prévention en Suisse vient confirmer l’importance d’une loi sur la prévention.

Abstract: Exzessiver Alkoholkonsum unter Jugendlichen: Frühzeitig und gezielt intervenieren Zur Unterstützung der zuständigen Behörden hat die Fachstelle Kindes- und Jugendschutz in Zusammenarbeit mit der Polizei Basel-Landschaft und der Fachstelle Alkohol und Sucht (FAS) des Blauen Kreuzes Baselland einen standardisierten Ablauf für die frühzeitige und gezielte Intervention bei Alkoholmissbrauch von Jugendlichen entwickelt. Für die Einschätzung und nähere Abklärung der Gefährdung von Kindern und Jugendlichen können die Vormundschaftsbehörden neu ein entsprechendes Angebot der FAS in Anspruch nehmen. Die Erfahrung zeigt, dass speziell bei Minderjährigen eine Intervention unmittelbar nach einem Alkoholexzess wirkungsvoll ist. Behörden, die mit exzessivem Alkoholkonsum von Jugendlichen konfrontiert sind, haben aber bisher im Einzelfall nicht auf ein spezifisches und griffiges Interventionsinstrument zurückgreifen können. Mit dem standardisierten Ablauf für die frühzeitige und gezielte Intervention bei Alkoholmissbrauch von Jugendlichen wird dieser Missstand behoben. Der standardisierte Ablauf geht davon aus, dass die Polizei oder andere Personen , welche alkoholisierte Jugendliche antreffen (z.B. bei einem Einsatz der Polizei wegen Lärm oder Vandalismus), zukünftig eine Gefährdungsmeldung an die Vormundschaftsbehörde abgeben. Bei der Prüfung der Gefährdungssituation können sich die Vormundschaftsbehörden am beschriebenen Interventionsablauf orientieren und nach Bedarf vorerst eine Gefährdungseinschätzung bei der FAS anordnen. Die beauftragte FAS macht Rückmeldung und gibt Empfehlungen ab zum weiteren Vorgehen zuhanden der Vormundschaftsbehörde. Auf diese Weise kann die Vormundschaftsbehörde sicherstellen, dass Jugendliche mit einem problematischem Alkoholkonsum frühzeitig erkannt werden und dass bei gegebener Gefährdung rasch weitere Massnahmen (z.B. nähere Abklärung der festgestellten Gefährdung durch die FAS) getroffen werden. Mit der Anordnung der Gefährdungseinschätzung kann dem/der Jugendlichen deutlich aufgezeigt werden, dass sein/ihr Verhalten nicht gebilligt oder bagatellisiert wird. Dazu gehört, dass auch die Erziehungsberechtigten bei diesem Prozess einbezogen und – unter anderem im Erstgespräch mit der FAS – in die Pflicht genommen werden. Im Weiteren kann die Vormundschaftsbehörde die Kosten des Verfahrens den Eltern übertragen, was ebenfalls einen “erzieherischen” Effekt haben kann.
