Abstract: Le condizioni di vita dei bambini e dei giovani sono determinate da una moltitudine di fattori, cui corrispondono altrettanti ambiti della politica. La politica dell’infanzia e della gioventù è pertanto una politica trasversale volta a garantire che le particolari esigenze di protezione e promozione dei bambini e dei giovani siano prese in debita considerazione nei vari ambiti che li concernono. Tutti e tre i livelli dello Stato sono chiamati ad agire e a definire provvedimenti differenziati, dal momento che i bambini e i giovani non costituiscono un gruppo omogeneo ma si distinguono per età, sesso, estrazione sociale, provenienza e opportunità e capacità personali.
