Abstract: Begriffe wie “akzeptierende Drogenarbeit”, “niederschwellige Drogenarbeit” oder “schadensbegrenzende Drogenpolitik” gehören heute zum Alltagsvokabular professioneller DrogenhelferInnen. Mangels allgemeingültiger Definitionen liegt die Definitions“gewalt”, je nach politischem, ideologischem, ethisch-moralischem oder professionsspezifischem Standpunkt sowie persönlichem Erfahrungswissen, jedoch bei jeder/jedem einzelnen DrogenarbeiterIn oder Institution/Organisation. Hieraus ergibt sich quasi von selbst, dass bis heute kein einheitlicher, inhaltlich-bedeutungsidentischer Sprachgebrauch existiert. Die sprachliche Anwendung dieser Begriffe impliziert folglich nicht automatisch einen Wandel der inhaltlichen, konkreten Ausgestaltung der Drogenhilfepraxis, geschweige denn die aus unserer Sicht dringend notwendige Ablösung des Abstinenz- durch ein Akzeptanzparadigma – wie ursprünglich auch von den ProtagonistInnen einer akzeptierenden Drogenarbeit eingefordert. Im Zentrum der vorliegenden Arbeit steht daher der Versuch einer grundlegenden Konzeptualisierung eine von uns bewusst als akzeptanzorientiert bezeichneten Handlungsmodells für den Drogenarbeitsbereich. Wir plädieren hier ausdrücklich für eine Abkehr von einer auch heute noch die Drogenarbeitspraxis und Drogenpolitik dominierenden primären Abstinenzorientierung. Bevor wir jedoch auf die Prämissen und Zielsetzungen sowie die drogenhilfepraktische und drogenpolitische Ausrichtung einer akzeptanzorientierten Drogenarbeit detailliert zu sprechen kommen und diese systematisch strukturiert darstellen, erscheint es uns geboten, zunächst einen historischen Überblick über die Genese der Problematik illegalisierter Drogen in Deutschland zu vermitteln. Denn von dem Betrachtungshorizont historischer Entwicklungen im Drogensektor ergeben sich bereits konkrete Anhaltspunkte hinsichtlich einer heute dringlicher denn je erforderlichen Umgestaltung von Drogenhilfepraxis und Drogenpolitik.
