  Abstract The Dublin Declaration on Partnership to Fight HIV/AIDS in Europe and Central Asia, signed in February 2004, is a key European document on HIV/AIDS. It sets out 33 actions for governments to undertake as related to leadership, prevention, living with HIV (including treatment and care) and partnership in the 53 countries of the WHO European Region. This document, prepared under the auspices of UNAIDS, highlights the successes and shortcomings of the implementation of the Declaration, as called for in Action 33 of the Declaration itself. There are 15 thematic sections complemented by nine country reports. The report, written and reviewed by more than 50 experts in the field, is available online at www.euro.who.int/aids.

  Abstract This international report is the fourth from the Health Behaviour in School-aged Children (HBSC) study, a WHO collaborative cross-national study, and the most comprehensive. It presents the key findings on patterns of health among young people aged 11, 13 and 15 years in 41 countries and regions across the WHO European Region and North America in 2005/2006. Its theme is health inequalities: quantifying the gender, age, geographic and socioeconomic dimensions of health differentials. Its aim is to highlight where these inequalities exist, to inform and influence policy and practice and to help improve health for all young people. The report clearly shows that, while the health and well-being of many young people give cause for celebration, sizeable minorities are experiencing real and worrying problems related to overweight and obesity, self-esteem, life satisfaction, substance misuse and bullying. The report provides reliable data that health systems in Member States can use to support and encourage sectors such as education, social inclusion and housing, to achieve their primary goals and, in so doing, benefit young people’s health. Policy-makers and professionals in the participating countries should listen closely to the voices of their young people and ensure that these drive their efforts to put in place the circumstances – social, economic, health and educational – within which young people can thrive and prosper.

  Abstract Diese Arbeit untersuchte die differentielle Wirksamkeit eines universellen suchtpräventiven Lebenskompetenzprogramms (LKP) bei Schülern mit unterschiedlichem Ausgangsrisiko für Substanzmissbrauch. In einem quasi-experimentellen Design wurden 675 Hauptschüler der Experimentalbedingung mit LKP oder der Kontrollbedingung ohne LKP zugewiesen und zu 4 Messzeitpunkten schriftlich befragt. Anhand der Selbstauskünfte über Problemverhalten (früher Substanzkonsum, Devianz, Aggressivität, Schuleschwänzen) wurde ein additiver ungewichteter Risikoindex gebildet. Untersucht wurde, ob der Risikoindex die Effekte des LKP auf Tabak-, Alkoholkonsum und personale Schutzfaktoren moderierte. Unabhängig vom Ausgangsrisiko waren am Ende der 5. Klasse signifikant weniger Raucher in der Experimental- gegenüber der Kontrollbedingung. Effekte auf den Alkoholkonsum zeigten sich nicht. Sowohl Schüler mit geringer Risikobelastung als auch jene mit erhöhter Vulnerabilität können vom universellen LKP profitieren.

  Abstract Der weltweite Krieg gegen die Drogen ist gescheitert, mit verheerenden Folgen für die Menschen und Gesellschaften rund um den Globus. 50 Jahre, nachdem die Vereinten Nationen das Einheits-Übereinkommen über die Betäubungsmittel initiiert haben, und 40 Jahre, nachdem die US-Regierung unter Präsident Nixon den Krieg gegen die Drogen ausgerufen hat, besteht in der nationalen und weltweiten Drogenpolitik dringender Bedarf nach grundlegenden Reformen. Trotz hoher Aufwendungen für die Kriminalisierung und für repressive Massnahmen gegen Produzenten, Dealer und Konsumenten von illegalen Drogen ist es nicht gelungen, das Angebot und den Konsum wirksam einzuschränken. Scheinbare Erfolge bei der Ausschaltung einer Quelle oder Dealerorganisation werden fast auf der Stelle durch das Aufkommen neuer Quellen und Dealer zunichtegemacht. Die auf die Drogenkonsumierenden ausgerichtete Repression behindert Massnahmen zum Schutz der öffentlichen Gesundheit, die darauf abzielen, HIV/Aids, tödliche Überdosen und weitere schädliche Folgen des Drogenkonsums einzudämmen. Die staatlichen Aufwendungen für aussichtslose Strategien zur Verringerung des Angebots und für die Inhaftierung verdrängen kostenwirksamere und evidenzbasierte Investitionen in die Verringerung der Nachfrage und die Schadenminderung.
