Abstract A-t-on réellement tout envisagé face à la toxicomanie ? Arte nous rappelle que le chemin à suivre est encore long. Le débat est on ne peut plus d’actualité, que ce soit au Parlement belge – sous la forme d’un groupe de travail attelé à la tâche depuis ce début d’année – ou sur les (bonnes) ondes d’Arte, lesquelles nous proposent ce soir une «Théma» entièrement consacrée au sujet : «Toxicomanie : proscrire ou prescrire ?». Posons la question plus simplement encore : Guerre à la drogue : stop ou encore ? Pendant plus de quatre heures, la chaîne franco-allemande nous emmènera dans les méandres de la toxicomanie, que ce soit à la prison française pour femmes de Fleury-Mérogis («Galères de femmes»), dans les structures d’accueil pour toxicomanes de France, Suisse et Grande-Bretagne («Toxicos sous ordonnance»), aux alentours de la gare de Francfort et, de manière générale, dans le coeur urbain de la cité du livre («Francfort : toxi-cité»), enfin dans un village italien entièrement dévolu aux ex-toxicomanes («San Patrignano : le village des toxicos»). On l’admettra sans peine, le titre générique de cette «Théma» est fort mal choisi : en matière de toxicomanie, il n’y a pas opposition entre les prescrits répressifs de la loi et ceux de l’art de guérir, et nos sociétés ne se trouvent pas devant le dilemme d’un «proscrire ou prescrire». L’un et l’autre sont sans doute complémentaires. Mais le documentaire «Toxicos sous ordonnance» donne au moins à cette méprise une explication culturelle : comme nous le fait redécouvrir l’enquête de Stéphane Le Gall Viliker et Marie-Dominique Dhesling, la France a adopté en matière de suivi des toxicomanes (et en matière de drogue en général) l’une des positions les plus rétrogrades du bloc européen. En conséquence, on peut comprendre qu’Arte mette un point d’honneur à souligner avant toute chose ce décalage national, et à sortir l’Hexagone d’une analyse strictement répressive. Le «proscrire ou prescrire ?» doit donc aussi s’interpréter sous la forme d’un : «Et si la France essayait autre chose que les tribunaux ?». Mais, passé ce constat français de carence, l’analyse d’Arte prend réellement valeur européenne. D’ailleurs, la Belgique a-t-elle vraiment à se vanter de sa politique ? Des épidémiologistes des deux communautés linguistiques n’ont-ils pas expliqué à nos parlementaires, il y a moins de quinze jours, que nous ne disposions d’aucun renseignement chiffré et précis quant à la population nationale de toxicomanes ? On retiendra ainsi les enseignements de «Francfort : toxi-cité», le documentaire de Peter Bach, programmé à une heure encore raisonnable. Ce reportage de cinquante minutes est un modèle du genre, abordant sans lourdeur une série de facettes distinctes du problème, facettes qui, par leur juxtaposition, éclairent les grands équilibres du problème. Aucun aspect n’est réellement épuisé par ce reportage, c’est vrai. Mais on comprend mieux toute l’ambiguïté d’une «guerre à la drogue» qui reste malgré tout d’actualité, lorsqu’elle doit se doubler de soutiens thérapeutiques aux toxicomanes. Des soutiens qui ne peuvent être trop importants, précisent les Allemands, sous peine de déresponsabiliser les toxicomanes. Comment équilibrer notre réponse aux toxicomanies pour ne pas aggraver la dépendance des «handicapés sociaux» que sont déjà les toxicomanes ? Comment rassurer les commerçants du centre d’une agglomération qui, récession explique, ont tendance à accuser les « drogués» d’affecter les chiffres d’affaires par leur seule présence, alors que toute industrie est victime des mêmes aléas ? Et comment ne pas être tenté d’évacuer le centre-ville pour rejeter hors agglomération nos toxicomanes et alcooliques, déplacant ainsi un problème au lieu de le traiter ?

Abstract The video contains a compilation with scenes from different rave parties all over the world. It includes interviews with Mr. Mike (DJ & Producer), Dani Gasser (Video Producer), some drug and music experts and a lot of partypeople about techno and ecstasy. A lot of scenes are from the legendary rave partys @ altes Gugelmannareal in Roggwil, Switzerland. The spoken language is Swiss-German. Backcover information: Technopartys, the drug ecstasy and endless dancing young persons dominate the music – and youth culture of the 90’s. In the Western European metropolises flow weekend for weekend thousands of young persons to eternally long dance marathons. They are the new rituals, they are the life feeling of this culture. Who can be stuck on from this movement virus knows that dance will never more be like it once was... What “Flowerpower” for the early 70’s was is Techno for the 90’s. Like that time before the break-through of popmusic, encounters the Techno culture in traditional circles on skepticism, on lack of understanding and refusal. The film focuses between fascination and border experience the life feeling of this raving scene and techno generation. Young persons report of their experiences with the music and ecstasy, scene experts and specialists inform about culture and drugs. The movie was filmed in Basel, Roggwil, Zurich, Lausanne and other locations in Switzerland. It plays also in Amsterdam, Berlin, Barcelona, Cologne, Milan and somewhere in Europe and all the metropolises of the world.

Abstract The Harm reduction-movement has clearly gathered momentum since the first conference in Liverpool, both on the scientific as at the political level. Since the first conference, where most participants were grass root workers, there is a clear trend in these conferences to address more and more the scientists, at the cost of the former. We have however to remind ourselves that the strength of the movement has been the combination of the scientists and the workers, united as they were by some common ideology. The always stronger scientific basis for “harm reduction”, as aptly demonstrated in the title of the conference book of the 3rd conference in Melbourne “From faith to science”, may however obscure that our actions have roots in ideology. Now that we become an ever more mixed bunch it is necessary to make our ideologies more explicit. This emphasis on ideology is not to belittle the scientific aspects, but to make clear that no value free science exists. Science, history tells us, is one of the most powerful instruments in political conflicts and so we need to be clear about our ideologies. And the more scientific we become the more obscure our ideological motives, the semiconscious roots of our so called scientific data. It is not that I favour any censorship on ideologies within the harm reduction movement, but clearness about them seems necessary for the health of it. We cannot avoid ideology, even when we are scientific. The main ideology, if any, at the first conference seemed that of the legalisers although this was rarely if ever mentioned, let alone that any arguments were produced in favour of it. The other main ideology with regard to the drug issue, the prohibitionist one, was hardly represented, but five years later even convinced prohibitionist organisations as the ICAA start to embrace harm reduction within the framework of prohibitionism. This visible dichotomy however is more on the level of political approaches than of the basic ideologies supporting those two approaches are manifold. These basic ideologies will be described.
