  Abstract La distinction dans la loi des aspects fiscaux et régulateurs et par conséquent la création d’une loi sur l’imposition des spiritueux et d’une loi sur l’alcool ont été dans l’ensemble bien accueillies. La loi sur l’imposition des spiritueux, qui comporte des propositions de libéralisation du mar-ché des boissons spiritueuses et du marché de l’éthanol, a été largement approuvée lors de la consultation. Seuls le niveau d’imposition des boissons spiritueuses, l’adaptation de l’impôt au renchérissement et l’exonération (partielle) de l’impôt ont suscité des réactions divergentes. La loi sur l’alcool a la faveur d’une majorité de cantons. Elle bénéficie également de l’appui de l’Union des villes suisses et des villes et communes qui se sont exprimées directement. Les organismes de prévention ainsi que les organisations médicales et familiales ont égale-ment exprimé un avis positif sur cette loi, mais estiment que les mesures proposées ne sont en général pas assez fortes. La loi sur l’alcool est notamment rejetée par les milieux économiques. Ces derniers émettent non seulement des réserves de principe quant aux entraves à l’activité économique mais encore des doutes à propos de la constitutionnalité des limita-tions prévues pour la bière et le vin, lorsqu’ils ne les contestent tout simplement pas. Pour le surplus, ils exigent des dispositions claires dans leur teneur, efficaces dans leur application et profitables par leurs effets. Enfin, la proposition de privatiser Alcosuisse et d’intégrer la Régie fédérale des alcools dans l’administration fédérale centrale a été approuvée.

  Abstract The European Union Drug Strategy for the period 2009–12 sets the goal to yield concrete and identifiable improvements concerning the knowledge of drugs trafficking. In addition, the EU Drugs Action Plan for 2009–12 defines among others the objectives to develop key-indicators of policy-relevant data on drug markets, as well as a strategy to collect them. This pilot study on wholesale drug markets aims to contribute to this process, starting by discussing the utility of collecting wholesale drug prices in Europe. In order to assess the feasibility of this collection process, this study provides an overview of the procedures implemented nationally and of the information available in European countries on wholesale drug prices.

  Abstract Three years after the last global assessment of Amphetamine-Type Stimulants (ATS), the manufacture and trafficking of these drugs remains a serious and constantly evolving challenge. The 2011 Global ATS Assessment shines a powerful light on ATS helping governments to better understand this important phenomenon. Once viewed as purely a cottage industry, ATS manufacture and trafficking has undergone its own industrial revolution. After cannabis, ATS are the second most widely used drugs across the globe outstripping the use of heroin or cocaine. ATS are now manufactured and marketed with organized crime groups involved throughout the production and supply chain. Until recently, the ATS trade was sometimes ignored in favour of the traditional focus on heroin and cocaine. But there is growing recognition that the expansion of the ATS trade and its high profits threaten security, health and the welfare of populations across the globe. [...]

  Abstract Ce document présente le plan d’action visant à mettre en oeuvre les stratégies en matière d’alcool élaborées aux niveaux européen et mondial. Il est le fruit d’un processus consultatif avec un comité restreint de rédaction et un groupe de rédaction plus élargi ; une première consultation avec les États membres a eu lieu à Genève les 9 et 10 février 2010, et une autre a été organisée à Zurich lors d’une réunion avec les États membres, les 4 et 5 mai 2011. Le plan d’action est présenté au Comité régional afin qu’il soit passé en revue et éventuellement approuvé. À cette fin, un projet de résolution est joint pour examen par le Comité régional.

  Abstract In recent decades, the overall level of illicit drug use in Europe has risen dramatically, and with it the number of deaths among the drug-using population, in particular among problem drug users. In the 21st century, a considerable share of premature or avoidable mortality among young adults can be attributed to illicit drug overdose, which accounts for an estimated 4% of deaths among those aged 15–39 in Europe (1). These deaths are often related to injecting drug use and, in most cases, involve a combination of substances (Best et al., 2000), but they represent only part of mortality among drug users (2). In addition, a substantial number of deaths are indirectly related to drug use, such as those from HIV/AIDS related to injecting drug use, accidents, violence and suicides. The high levels of mortality among drug users are a serious cause for concern both at the individual and the societal level. The number of problem opioid users in Europe is cautiously estimated at about 1.3 million (3), and it is among these opioid users, particularly injectors, that we find the greatest share of morbidity and mortality related to illicit drug use in Europe. Heroin is the drug most often associated with overdose, although other drugs and alcohol are commonly present. Overdose represents a major cause of avoidable death associated with illicit drug use, and from 1990 to 2010, between 6 500 and 8 500 overdose deaths have
