Abstract |
Der Anteil Rauchender in der 14- bis 19-jährigen Wohnbevölkerung der Schweiz ist zwischen 2001/02 und 2009/10 um einen Viertel auf 22% gesunken. Diese erfreuliche Entwicklung kann dem Bericht zur Schweizerischen Umfrage zum Tabakkonsum (Tabakmonitoring) entnommen werden. Trotzdem besteht weiterer Handlungsbedarf, weshalb nicht nur in Präventionskreisen die Ratifikation der WHO-Tabakkonvention durch die Schweiz herbeigesehnt wird. Mit dem Ziel, den Tabakgebrauch einzudämmen, beschreibt dieses Rahmenübereinkommen die Grundsätze zur Marktregulierung von Tabakwaren zugunsten einer besseren Gesundheit. Die Konvention wurde bereits im Juni 2004 von der Schweiz unterzeichnet, womit der Wille manifestiert wurde, diese auch in der Schweiz umzusetzen. Auch im Bereich Alkoholpolitik umreisst ein internationales Dokument der WHO die aktuelle Situation hinsichtlich Alkoholkonsum und dessen Schäden und beschreibt wirksame Massnahmen zu deren Verringerung. Dieser von den 53 Ländern der Europäischen Region der WHO – darunter die Schweiz – verabschiedete Aktionsplan betont, dass die Alkoholpolitik der Länder der Europäischen Region der Schwere der Schäden des Alkoholkonsums nicht gerecht werde. Als wirksame Massnahmen zur Verminderung solcher Schäden werden u.a. die Preispolitik und Einschränkung von Alkoholwerbung genannt. Nun hat der Bundesrat Ende Januar 2012 den Eidgenössischen Räten zwei Gesetzesentwürfe zur Totalrevision des Alkoholgesetzes unterbreitet. In seiner Botschaft streicht der Bundesrat u.a. hervor, die neuen Gesetze würden zur Minderung des problematischen Alkoholkonsums und seiner Folgen sowie zum Schutz der Jugend beitragen. Begründet wird diese Aussage u.a. damit, dass ein “Nachtregime” für den Alkoholverkauf eingeführt und damit das Verbot von Lockvogelangeboten für Spirituosen sinnvoll ergänzt werde. Insgesamt schützen allerdings die vorgeschlagenen Änderungen zweifelsohne die Interessen der Wirtschaft – zulasten derjenigen der öffentlichen Gesundheit. Erwiesenermassen präventiv wirksame Massnahmen wie eine Steuerung der Preisbildung sind nicht vorgesehen, und Werbevorschriften für Spirituosen werden gar aufgeweicht. Es bleibt zu hoffen, dass das Parlament seinen Auftrag wahrnimmt und das Gleichgewicht zwischen wirtschaftlichen Interessen und einer wirksamen Prävention herstellt. |

Abstract |
Entre 2001-2002 et 2009-2010, la proportion de fumeurs parmi les 14-19 ans a baissé d’un quart pour atteindre 22%. Ce développement réjouissant ressort de l’enquête suisse sur le tabagisme (monitorage sur le tabac, TMS). Ce n’est toutefois pas une raison pour relâcher nos efforts; et c’est pour ça que les milieux de la prévention ne sont pas les seuls à souhaiter que la Suisse ratifie la Convention de l’OMS sur le tabac. Cette convention-cadre vise à endiguer la consommation de tabac et définit les principes de régulation du marché des produits du tabac pour une amélioration de la santé publique. La Suisse l’a déjà signée en 2004, ce qui montre sa volonté de vouloir l’appliquer en Suisse aussi. L’OMS a aussi publié un document international sur les politiques en matière d’alcool qui décrit la situation actuelle de la consommation d’alcool et de ses dégâts sanitaires; ce document propose des mesures efficaces pour réduire ces dégâts. Ce plan d’action adopté par les 53 pays de la région Europe de l’OMS – dont la Suisse – souligne que la politique de ces pays en matière d’alcool ne parvient pas à faire face à la gravité des dégâts dus à la consommation d’alcool. La politique de fixation des prix et la limitation de la publicité pour les boissons alcooliques font partie, entre autres, des mesures permettant de limiter les dommages dus à la consommation d’alcool. Fin-janvier 2012, le Conseil fédéral a soumis aux Chambres fédérales deux projets de lois pour réviser entièrement la législation sur l’alcool. Dans son message, le Conseil fédéral souligne entre autres que ces nouvelles lois contribueraient à diminuer la consommation problématique d’alcool et ses conséquences, ainsi qu’à protéger la jeunesse. Cette déclaration se base entre autres sur l’introduction d’un “régime de nuit” pour la vente d’alcool qui compléterait utilement l’interdiction des offres d’appel pour les spiritueux. Mais dans leur ensemble, les modifications proposées protègent surtout les intérêts de l’économie – au détriment de la santé publique. Il n’est ainsi pas prévu d’introduire de mesures préventives pourtant connues pour être efficaces, comme la régulation du prix de vente; les prescriptions en matière de publicité pour les spiritueux sont même assouplies. Il faut espérer que le parlement assumera son rôle et établira un équilibre entre les intérêts économiques et une prévention efficace. |

Abstract |
We all have an interest in knowing which policies work in tackling problems associated with drug use. Many members of the public, and many politicians, believe that our drug policies are not working. But the debate about how we address the challenges of mind-altering drugs is polarised in a way not seen in most other policy areas. The UK Drug Policy Commission was established to address these problems in a different way. Its aim has been to show how independent scrutiny of evidence can produce both better results and more effective use of resources in drug policy and practice. Existing drug policies have struggled to limit the damage drug use can cause, and now new challenges are emerging. The rapid development of new drugs is changing drug markets too quickly for the traditional methods we use to control drugs to be effective. The economic crisis may be impacting on the nature of drug use and drug problems and, with fewer resources, the capacity of services to respond will be limited further. Added to that, the speed and scale at which services are being devolved to a local level may create increasing and unpredictable variations in the kind of services offered in different parts of the UK. In this report, UKDPC proposes a radical rethink of how we structure our response to drug problems. It provides an analysis of the evidence for how policies and interventions could be improved, with recommendations for policymakers and practitioners to address the new and established challenges associated with drug use. UKDPC aims to foster a fresh approach to drug policy: one in which evidence takes priority, creating light rather than heat in the debate on drugs, so that we can create an environment that works to reduce dependence on drugs, safeguards communities and delivers value for money. |

Abstract |
Illicit drug markets have global dimensions and require coordinated responses on a comparable scale. In this context, the World Drug Report aims to improve understanding of the illicit drug problem and contribute to more international cooperation for countering it. This year’s edition begins with an overview of recent trends and the current situation in terms of production, trafficking and consumption and the consequences of illicit drug use in terms of treatment, drug-related diseases and drug-related deaths. The second chapter presents a long-term perspective: it looks at the main characteristics of the contemporary drug problem, the ways it has changed over the last few decades, the driving factors that shaped this evolution, and the directions it is likely to take in the future. The Report is considerably shorter than previous editions, and the Statistical Annex is now published electronically on a CD-ROM, as well as the UNODC website: http://www.unodc.org/unodc/en/data-and-analysis/WDR-2012.html |

Le chapitre I du Rapport mondial sur les drogues de cette année donne un aperçu des tendances récentes et de la situation de la production, du trafic et de la consommation de drogues et des conséquences de cette consommation en termes de traitements et de maladies et de décès liés à la drogue. Le chapitre II présente d’un point de vue diachronique les caractéristiques du problème de la drogue, son évolution et les principaux facteurs qui le déterminent. Il débute par un examen des principales caractéristiques du problème actuel, suivi d’une présentation des changements observés au cours des dernières décennies, puis s’achève par une analyse des facteurs qui ont influé sur son évolution et un bref aperçu des tendances futures probables. |
