Abstract |
Le projet de prévention “Don Juan: éducation en face-à-face des clients de prostituées” a pu se dérouler, comme prévu, entre le 20 septembre et le 12 novembre dans cinq villes suisses (Genève, Lausanne, Bâle, Zurich et Lucerne) pendant une semaine par ville (voir Kern, 1999 c). A Bâle, on a réalisé, en guise de complément à l’évaluation du projet, une évaluation de l’impact de ce projet sur son environnement. Les observations faites au cours de deux soirées ainsi que trois interviews ont permis de réunir des informations de clients de prostituées, de prostituées et de gérant’e’s de bar. Il ressort des informations récoltées que le projet n’a été que vaguement perçu dans son environnement immédiat. En outre, les gadgets (par exemple les boîtes d’allumettes portant le message de prévention) n’étaient pas systématiquement présents dans les bars. D’autre part, il est apparu que la disponibilité des clients de prostituées à entamer une discussion sur des sujets ayant trait aux maladies sexuellement transmissibles (MST) est telle que l’on peut parler d’un véritable besoin. Les prostituées également ont saisi les occasions de discussion et apprécié les offres de prévention faites aux clients dans ce domaine. Le projet n’a d’ailleurs pas eu de répercussion négative visible sur la marche de leurs affaires. D’une manière générale, toutes les personnes interviewées (clients de prostituées, prostituées, gérant’e’s de bar) évaluent le projet de manière positive et souhaitent explicitement sa continuation. Au vu des résultats disponibles, on peut affirmer que le projet “Don Juan: éducation en face-à-face des clients de prostituées” est une réussite et est accepté dans l’environnement dans lequel il a été conduit. Des améliorations peuvent néanmoins être apportées afin que cette démarche de prévention et les thèmes soulevés soient mieùx perçus dans l’environnement du projet (dans les bars et parmi les prostituées), notamment une utilisation plus appropriée des gadgets ainsi que la présence discrète d’éducateurs et d’éducatrices. |

Abstract |
· Decriminalization of possession, purchase and cultivation for personal use operates reasonably comfortably inside the confines of the UN drug control conventions · Harm reduction services, including drug consumption rooms, can operate lawfully under the drug control treaty system · There is greater scope to provide health care or social support instead of punishment for people caught up in minor offences related to personal use or socio-economic necessity · All controlled drugs can be used for medical purposes, including heroin prescription and medical marijuana’; what constitutes medical use is left to the discretion of the parties · The INCB often increases tensions around interpretations instead of resolving them, though the Board should be guided ‘by a spirit of co-operation rather than by a narrow view of the letter of the law’ · There are limits of latitude; a legal regulated market for non-medical use of cannabis or any other scheduled drug is not permissible within the treaty framework · Legal tensions exist with other international legal obligations such as those stemming from human rights or indigenous rights · Growing doubts and inherent inconsistencies and ambiguities provide legitimate ground for demanding more space for experimentation with alternative control models than the current systems allows |

Abstract |
A number of reports have documented the negative consequences of current prohibitionist drug control policies on health, human rights and development, and these are the subject of growing international attention. The past thirty years has also seen a growing number of studies on women’s participation in all levels of the drug trade. However, limited research currently exists on the particular impact of drug control on women. This briefing paper focuses on this gap. This briefing aims to highlight the effects of drug policy on women as producers, suppliers and consumers of drugs in order to inform and guide policy makers on practices that should be avoided, as well as highlight those policies which effectively incorporate and address women’s needs. This briefing also features ’snapshots’ from women and service providers working with women that are affected by drug policies. These snapshots explore the complex consequences that drug policies have on both individuals and services. Such snapshots also highlight examples of interventions that seek to address the negative consequences of drug control and provide positive support to women. |
