| Abstract |
“L’alcool en chiffres” contient les chiffres clés les plus importants du marché suisse des spiritueux. Ils renseignent sur le nombre de producteurs de spiritueux, la production par produit et par producteur, la consommation par habitant, les quantités respectives de spiritueux importés et exportés ainsi que sur de nombreuses autres données utiles. Les relevés annuels de la RFA servent finalement à la continuation de l’une des plus anciennes statistiques ininterrompues de la Suisse. La consommation d’alcool est en effet calculée depuis 1880. |

| Abstract |
Die gesetzliche Trennung fiskalischer und regulatorischer Inhalte und damit die Schaffung eines Spirituosensteuer- und eines Alkoholgesetzes ist grundsätzlich gut aufgenommen worden. Das Spirituosensteuergesetz mit seinen Vorschlägen zur Liberalisierung des Spirituosen- und Ethanolmarktes stösst in der Vernehmlassung auf breite Zustimmung. Einzig die Höhe der Spirituosensteuer, ihre Anpassung an die Teuerung sowie die vorgeschlagenen (Teil-)Befreiungen von der Steuer geben Anlass zu divergierenden Meinungen. Das Alkoholgesetz wird von einer deutlichen Mehrheit der Kantone begrüsst. Unterstützung findet es zudem von Seiten des Städteverbands sowie der Städte und Gemeinden, die sich zur Vernehmlassung direkt geäussert haben. Positiv fallen auch die Stellungnahmen der Organisationen der Prävention, Medizin und der Familien, wobei sie die Massnahmen des Alkoholgesetzes in der Tendenz als zu wenig weit gehend beurteilen. Auf Ablehnung stösst das Alkoholgesetz insbesondere bei Kreisen der Wirtschaft. Diese äussern – neben grundsätzlichen Vorbehalten gegenüber Beschränkungen der Wirtschaft – Zweifel an der Verfassungsmässigkeit der für Bier und Wein vorgesehenen Beschränkungen oder bestreiten sie gar. Im Übrigen setzen sie sich für Bestimmungen ein, die klar im Wortlaut, effizient in der Durchsetzung und effektiv in der Wirkung sind. Begrüsst wurde schliesslich der Vorschlag, Alcosuisse zu privatisieren und die Eidgenössische Alkoholverwaltung in die zentrale Bundesverwaltung zurückzuführen. |

| Abstract |
La distinction dans la loi des aspects fiscaux et régulateurs et par conséquent la création d’une loi sur l’imposition des spiritueux et d’une loi sur l’alcool ont été dans l’ensemble bien accueillies. La loi sur l’imposition des spiritueux, qui comporte des propositions de libéralisation du mar-ché des boissons spiritueuses et du marché de l’éthanol, a été largement approuvée lors de la consultation. Seuls le niveau d’imposition des boissons spiritueuses, l’adaptation de l’impôt au renchérissement et l’exonération (partielle) de l’impôt ont suscité des réactions divergentes. La loi sur l’alcool a la faveur d’une majorité de cantons. Elle bénéficie également de l’appui de l’Union des villes suisses et des villes et communes qui se sont exprimées directement. Les organismes de prévention ainsi que les organisations médicales et familiales ont égale-ment exprimé un avis positif sur cette loi, mais estiment que les mesures proposées ne sont en général pas assez fortes. La loi sur l’alcool est notamment rejetée par les milieux économiques. Ces derniers émettent non seulement des réserves de principe quant aux entraves à l’activité économique mais encore des doutes à propos de la constitutionnalité des limita-tions prévues pour la bière et le vin, lorsqu’ils ne les contestent tout simplement pas. Pour le surplus, ils exigent des dispositions claires dans leur teneur, efficaces dans leur application et profitables par leurs effets. Enfin, la proposition de privatiser Alcosuisse et d’intégrer la Régie fédérale des alcools dans l’administration fédérale centrale a été approuvée. |

| Abstract |
Die Kantone erhalten 10 Prozent des Reinertrags aus der Besteuerung der gebrannten Wasser. Diese Mittel sind zur Bekämpfung der Ursachen und Wirkungen von Suchtproblemen zu verwenden. Der Anteil der Kantone ist zur Bekämpfung des Alkoholismus, des Suchtmittel-, Betäubungsmittel- und Medikamentenmissbrauchs in ihren Ursachen und Wirkungen zu verwenden. Die Kantone erstatten dem Bundesrat jährlich Bericht über die Verwendung ihres Anteils. Un dixième du produit net de l’impôt sur les boissons distillées est versé aux cantons. Ils utilisent ces fonds pour combattre les causes et les effets de l’abus de substances engendrant la dépendance. Les cantons sont tenus d’employer leur part pour combattre dans leurs causes et dans leurs effets l’alcoolisme, l’abus des stupéfiants et autres substances engendrant la dépendance ainsi que l’abus des médicaments. Les cantons présentent, chaque année, un rapport au Conseil fédéral sur cet emploi. Il 10 per cento del prodotto netto dell’imposizione delle bevande distillate è devoluto ai Cantoni. È impiegato per combattere, nelle sue cause e nei suoi effetti, l’abuso di sostanze che generano dipendenza. La parte spettante ai Cantoni dev’essere impiegata nella lotta contro l’alcolismo, l’abuso di stupefacenti o di altre sostanze che generano dipendenza e l’abuso di medicamenti, nelle loro cause e nei loro effetti. I Cantoni presentano ogni anno al Consiglio federale un rapporto sull’impiego della loro quota. |

| Abstract |
The European Union Drug Strategy for the period 2009–12 sets the goal to yield concrete and identifiable improvements concerning the knowledge of drugs trafficking. In addition, the EU Drugs Action Plan for 2009–12 defines among others the objectives to develop key-indicators of policy-relevant data on drug markets, as well as a strategy to collect them. This pilot study on wholesale drug markets aims to contribute to this process, starting by discussing the utility of collecting wholesale drug prices in Europe. In order to assess the feasibility of this collection process, this study provides an overview of the procedures implemented nationally and of the information available in European countries on wholesale drug prices. |

| Abstract |
Three years after the last global assessment of Amphetamine-Type Stimulants (ATS), the manufacture and trafficking of these drugs remains a serious and constantly evolving challenge. The 2011 Global ATS Assessment shines a powerful light on ATS helping governments to better understand this important phenomenon. Once viewed as purely a cottage industry, ATS manufacture and trafficking has undergone its own industrial revolution. After cannabis, ATS are the second most widely used drugs across the globe outstripping the use of heroin or cocaine. ATS are now manufactured and marketed with organized crime groups involved throughout the production and supply chain. Until recently, the ATS trade was sometimes ignored in favour of the traditional focus on heroin and cocaine. But there is growing recognition that the expansion of the ATS trade and its high profits threaten security, health and the welfare of populations across the globe. [...] |
